General Description
This is a highly technical position primarily responsible for the planning, zoning, and research functions of the department, works with considerable initiative and judgment. Assist the Community Development Director in the administration of the department, particularly with relation to planning and zoning activities; undertakes a variety of long range and current planning projects and responsibilities.
Essential Job Functions
+ Review and prepare recommendations on development proposals (rezoning requests, variances, special exceptions, comprehensive plan amendments, plats and site plan reviews).
+ Update the City’s Land Development Regulations.
+ Provide staff support to the Planning and Zoning Board/Local Planning Agency, as needed and assigned.
+ Provide technical and professional information and make presentations to boards, commissions, civic groups and the general public.
+ Conduct technical research studies and prepares statistical reports and recommendations for drafting or revising local legislation and plans, projecting trends monitoring socio-economic data, etc. Prepare planning reports and supporting data, including recommendations or various long range planning proposals.
+ Amend and maintain the comprehensive plan in compliance with all governmental requirements. Coordinate comprehensive plan activities with other departments and agencies, as needed.
+ Update a variety of maps. Prepare graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
+ Conduct site inspections for various projects.
+ Prepare and write grants with the assistance of the Grant Manager.
+ Serve, when assigned, as a member of various technical advisory committees. Monitor planning activities of neighboring jurisdictions; coordinates work with other affected agencies; assists in the development of regional plans, as assigned.
+ Assist with the preparation and administration of department budget.

Minimum Qualifications, Licenses and Certifications
+ Must be eighteen years of age or older.
+ Graduation from an accredited four-year college or university with a Bachelor's Degree in Planning or closely related field. Master’s Degree preferred.
+ Three (3) years’ experience in municipal or County planning and zoning.
+ An equivalent combination of education, training, and experience.
Knowledge, Skills, and Abilities and Environmental Conditions
+ Thorough knowledge of laws and ordinances governing planning, development and zoning processes.
+ Thorough knowledge of development and planning practices and principles, economic and community development practices, growth management principles, strategic planning procedures and redevelopment principals.
+ Ability to develop creative planning solutions to complex municipal problems, and to analyze and systematically compile technical and statistical information in the preparation of reports.
+ Ability to effectively communicate development plans to the public, private developers, City management and elected officials.
+ Ability to present ideas and findings clearly and concisely in both written and oral form.
+ Ability to establish and maintain effective working relationships with City employees, elected officials, contractors, suppliers, city residents as well as other local, state, and federal agencies.
+ General knowledge of planning & zoning principles, floodplain regulations, and an understanding of building design and construction.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
+ Valid Florida Driver's License.
+ A.I.C.P. (preferred)
+ Certified Floodplain Manager (desirable)
ESSENTIAL PHYSICAL SKILLS
+ Acceptable eyesight (with or without corrections)
+ Acceptable hearing (with or without aid)
+ Ability to communicate both orally and in writing.
+ Ability to access, input and retrieve information from a computer.
+ Ability to lift up to 20 pounds.

Work is performed primarily in an office environment with moderate noise levels and is occasionally subject to outside environmental conditions.
