General Summary
NOTE : This opportunity is open to current WSSC Water employees only.
TheSection Manager, Integrated Security & Protective Servicesis responsible for leading 24×7×365 operations that support security monitoring, incident response coordination, and protection of staff and infrastructure across the organization. This includesmanaging the Integrated Security Operations Center ( ISOC ), which oversees CCTV surveillance, radio dispatch, access control, and situational awareness systems. The role also includes oversight of emergency response coordination, non-sworn security staff, and management of major security service contracts.This position ensures the continuous operation, improvement, and resilience of security systems and protective services, contributing to the organization’s overall security and business continuity posture.
Essential Functions
+ Supervises employees and contractors including selecting or recommending selection, training, assigning and evaluating work, performance evaluations, counseling, disciplinary actions, and/or termination or recommending termination;
+ Leads and managse the daily operations of the 24×7×365 ISOC ensuring effective monitoring of CCTV , access control, and radio dispatch systems
+ Manages major security service contracts
+ Develops, implements, and maintains response protocols, procedures, and plans for security operations and emergency calls for service
+ Manages access control systems, CCTV monitoring and recording and dispatch procedures for law enforcement and protective services staff
+ Develops budgets and oversee fiscal expenditures
+ Oversees operational maps, templates, training materials, and forms to standardize and support ISOC functions
+ Supervises and trains ISOC personnel in the use of critical systems, response plans, and situational protocols
+ Responds to emergency incidents after hours and in adverse weather conditions, supporting organizational resilience and business operations
+ Leads or contributes, in partnership with the IT Department, the purchase, installation, repair, and upgrade of electronic security and systems assuring that systems meet the regulatory and operational responsibilities of the WSSC Water Police Department and WSSC Water Office of Emergency Management
+ Coordinates with internal departments and external vendors for infrastructure support (e.g., electrical, telecom, network, data storage, software and communications)
+ Conducts site walk-throughs, inspections, and reviews of security layouts to ensure systems meet organizational needs
+ Leads or contributes to vendor selection process, contract management, quote and invoice review, and budget tracking for both electronic systems and private security services
+ Supports coordination with law enforcement and emergency management for planned and unplanned security events, ensuring integration with broader incident response efforts
+ Advises the Chief of Police on physical security, risk assessments, and security system performance
Other Functions
+ Recommends upgrades and emerging technologies to improve security operations and situational awareness
+ Manages system resilience and disaster recovery, including software and hardware backups
+ Reviews contractor performance, billing, and compliance with service-level expectations
+ Develops and maintains operational and training procedures for access control, patrol activities, and visitor management

Required Knowledge, Skills, And Abilities
+ In-depth knowledge of physical security principles, emergency response protocols, and Security Operations Center management practices
+ Strong experience in security technologies, including CCTV , access control, and system integration
+ Ability to respond calmly and effectively in high-stress, emergency situations
+ Familiarity with the water/wastewater industry and its unique security challenges preferred
+ Understanding of emergency response frameworks and incident command systems
+ Ability to lead cross-functional teams, manage vendors and contractors, and work collaboratively with diverse stakeholders
+ Drive to various utility facilities and field sites to support WSSC Water operations and inspections
+ Proficiency in Microsoft Office Suite and security system software
+ Strong organizational, analytical, communication, and project management skills
+ Proven ability to manage and track budgets and expenditures
+ Ability to manage multiple priorities, projects, and teams across dispersed locations
Minimum Education, Experience Requirements
+ Bachelor’s degree and 5+ years’ work experience in a Security Operations Center or Emergency Operations Center
OR
+ High school diploma (or equivalent) and 9 years’ work experience in a Security Operations Center or Emergency Operations Center
Additional Requirements
+ Must possess a valid driver’s license with no more than 4 points
+ Ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
+ Completion of WSSC Water safety training and financial disclosure requirements within 30 days of employment, and annually thereafter
+ Designated as essential/emergency personnel and must report to work during declared emergencies or as directed
+ Must pass an enhanced criminal background check
Preferences
+ Experience operating in high-tempo environments such as SOCs, Emergency Management Centers, or Fusion Centers
+ Prior experience as a first responder (e.g., EMT , firefighter, police officer, public safety dispatcher)
+ Certification through ASIS International (e.g., APP , CPP , PSP )
+ Experience managing access control systems, visitor management platforms, and video surveillance systems
+ Familiarity with video review techniques and forensic analysis of security footage
Salary$108,056 - $183,987
