    This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**

     

    The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

     

    The Data, Strategy, and Impact Division is responsible for providing data, research, analysis and evaluation of the programs within the Department. The Division leads the Department’s understanding of program and operation performance for policy, budget and programming decisions. The Division consists of teams focused on analytics, reporting, data management, and strategy and guides CDEC staff and leadership in the appropriate use of data, collection of data that could aid in programmatic decision-making, and supports data requests and reporting. This Division is in the Office of Administrative Solutions.

     

    This role sits within the Analytics & Reporting Team in the Data, Strategy and Impact Division and this team is one of three teams within DDSI. The Analytics & Reporting Team is a centralized team of analysts that work together to standardize practices and support research, reporting, and analytic priorities across the Department of Early Childhood (DEC). Team members work closely with programmatic leadership to specialize in different sources of data and early childhood programming that the Department provides. The Analytics & Reporting team uses their specialized skills and knowledge to guide CDEC staff and leadership in the appropriate use of data, collect data that could aid in programmatic decision-making, and support data requests and reporting.

    This position works to support data management, data analysis, research and reporting needs of the Division of Early Childhood Workforce (DECW) and will work closely with the analyst assigned to support the Division of Early Learning Licensing and Administration (DELLA).

     

    This position collaborates closely with leadership to identify and lead strategic projects that promote data-driven decision-making and to ensure that work is aligned to the Division’s and Department’s needs and priorities. This position is recognized as the authority regarding provider quality and workforce data analysis, research and reporting and will be required to develop expertise in the data collected, owned, utilized and shared by this Division. Duties include analysis of workforce data, primarily generated from the Professional Development Information System (PDIS) to inform continuous improvement and long-term decision making around policy and practice; identifying strategic priorities and project management related to data requests and reports; design and implement analytics and reporting deliverables that meet program needs; ensuring data product quality; consulting with program staff and leadership on efforts to collect, compile, use, and/or report data; consulting with external partners; building data capacity for leadership and stakeholders; developing and maintaining a strong understanding of Colorado’s Early Learning and Early Childhood Workforce data and how it compares to national trends; and contribute to cross-division, cross-departmental and external-facing reporting efforts.

     

    This position must be skilled in curating, cleaning and manipulating data files; data analysis; data visualization; data storytelling; and reporting and communicating across diverse audiences.

    What you’ll be doing:

    + Plans data collection, identifies data sources, and modifies channels of data collection, as necessary.

    + Designs, formats, populates, and cleans analytical data sets using a variety of tools and skills.

    + Defines and implements processes needed to validate data.

    + Independently performs statistical analysis as requested and as data allows.

    + Utilizes both descriptive and inferential statistics, as well as systematic qualitative analysis, as necessary.

    + Fulfills internal and external requests for workforce-related and provider quality data.

    + Develops and/or maintains recurring data reporting for workforce- and quality-related needs as requested by program leadership.

    + Identifies opportunities for alignment between Early Learning and workforce-related data.

    + Develops and implements Research and Reporting Agendas for workforce- and quality-related data.

    + Develops and maintains a Critical Operations list to support successful cross-training.

    + Actively monitors and works on ad hoc reporting priorities outlined in the Research and Reporting Agendas.

    + Provides recommendations to management regarding challenges and opportunities for consideration to ensure data integrity, reliability and accuracy in reporting.

    + Generates reports for program and executive leadership to inform decision-making, proactively and by request.

    + Support survey development, analysis, and reporting as requested.

    + Supports participation in the Department-wide performance management program for Division-related performance measures by advising on relevant performance measures, defining specific measurement parameters, data sources, etc., and ensuring monthly data reports are extracted and compiled for the Division performance measures.

    + Key consultant for decision-making around how data should be collected, managed, stored, utilized, and/or interpreted.

    + Develops and maintains effective, ongoing collaboration with assigned unit staff, including providing data strategy consultation and support.

    + Works with staff to support proactive, meaningful data collection to meet program, Division, and/or Department priorities.

    + Works closely with external partners to support research and evaluation by informing appropriate use and interpretation of data.

    + Consults on ongoing efforts and potential opportunities for interagency data sharing to support evaluation.

    + Develops, implements, and monitors Research and Reporting Agendas.

    + Contributes to team skill-building through leading and actively participating in training.

    + Perform other duties as assigned.

    Minimum Qualifications:

    Experience Only:

    Seven years of professional experience with independent research and reporting using quantitative and qualitative data in an occupational field related to the work assigned to the position.

    Education and Experience:

    Bachelor's/ Master's degree from an accredited college or university in applied social science research, statistics, psychology, public health, community and behavioral health, sociology, program evaluation, or a closely related degree ANDthree years of professional experience with independent research and reporting using quantitative and qualitative data in an occupational field related to the work assigned to the position.
