The Director of Treasury Services is responsible for the strategic and operational leadership of Baystate Health’s treasury function, ensuring effective fiscal stewardship and alignment with the organization’s financial objectives. This role is charged with optimizing the organization’s cash flow, investment portfolio performance, and capital structure, while minimizing external financing costs and associated risks.
A critical component of this role includes ensuring the integrity and security of all treasury operations through the implementation and oversight of robust internal controls. The Director serves as a key financial leader, safeguarding system assets and supporting long-term financial sustainability through prudent liquidity, investment, and debt management strategies..
Adheres to system and department compliance policies, and any and all applicable laws and regulations.
Performs other duties as assigned.
Job Responsibilities:
1) Cash Management and Processing
• Maximize system-wide cash availability through effective coordination with internal departments and deployment of tools such as lockbox services and controlled disbursement accounts
• Develop and maintain a comprehensive view of system-wide cash positioning across all Baystate Health affiliates, ensuring timely and efficient movement of funds through wire transfers, ACH, and EFT transactions to support operational needs and liquidity planning.
• Develop and maintain short- and long-term cash forecasting models to support liquidity planning and operational needs
2)** **Integrated Investment Management
• Maximize investment returns across all Baystate Health entities by identifying idle funds suitable for long-term investment.
• Collaborate with the Investment Committee, Senior Leadership, and external advisors to establish asset allocation strategies, performance benchmarks, and investment guidelines.
• Serve as the primary liaison with the outsourced CIO and custodial partners, overseeing day-to-day operations, performance monitoring, and issue resolution.
• Manage investment accounting, reporting, and compliance functions; prepare and present quarterly and annual investment performance reports
3)** **Debt Financing Strategy
• Monitor and analyze existing debt structures and market conditions to minimize financing costs and optimize capital access.
• Evaluate and recommend appropriate financing options, including lines of credit, commercial paper, term loans, bonds, and derivative instruments such as interest rate swaps.
• Administer and manage the lifecycle of debt programs, ensuring compliance with covenants and reporting obligations.
4)** **Banking and Investor Relations
• Maintain strong relationships with local and regional banking institutions to stay informed on new products, ensure favorable pricing, and optimize service quality.
• Oversee the bank reconciliation process for all System accounts, ensuring accuracy, internal control integrity, and resolution of discrepancies
5)** **Fiduciary and Plan Administration
• Ensure accurate valuation and timely disbursement of proceeds from external trusts where Baystate Health is a named beneficiary.
• Partner with Risk Management, Human Resources, and external consultants on the financial administration of insurance benefit programs.
• Fulfill all required treasury-related reporting and fiduciary responsibilities for the Baystate Health Retirement and Health & Welfare Benefit Plans
6)** **Technical Expertise and Best Practices
• Maintain up-to-date knowledge of industry best practices and technical developments in cash management, debt strategy, and investment oversight.
• Pursue ongoing professional development through education, peer engagement, and benchmarking against national standards.
7)** **Strategic Transformation Support
• Contribute to enterprise-wide financial transformation efforts, with a focus on enhancing operational efficiency, optimizing capital deployment, and supporting the long-term financial sustainability of the health system.
8) Health Insurance Treasury Support
• Support treasury operations related to the health insurance entity, ensuring alignment with statutory accounting principles (SAP) and compliance with all regulatory requirements and audit standards.
9) Staff Leadership and Development
• Lead, mentor, and manage treasury staff, overseeing hiring, performance evaluations, scheduling, training, and professional development.
• Foster a high-performing, collaborative team environment aligned with Baystate’s values and mission
Required Work Experience:
**1)** Minimum of 7-10 years of related business experience in a management capacity
**2)** An extensive background in Finance including the key treasury areas of cash management, debt financing and investment management.
3) Minimally required education Bachelors degree with preferred MBA/CPA/CTP.
Skills and Competencies:
**1)** Experience and recognition as an innovative financial management resource in investments, cash management, banking relations and other related areas
**2)** Exceptional communication skills in both written and verbal communications in order to communicate effectively with Board of Directors and Investment Committee members, Senior Management and investment, banking, and audit/tax professionals
**3)** Exceptional skills in developing positive working relations with key internal and external customers and contacts
**4)** Excellent technical skills to be utilized in the successful completion of the area's mission and annual objectives
**5)** Incumbent must be fiscally responsible and able to conduct all the business of treasury services in a prudent manner in accordance with all applicable federal, state and local regulations
