    Duties Description The Office of Parks, Recreation and Historic Preservation is seeking candidates for the position of Human Resources Specialist 1 (Labor Relations) in the Employee Relations Bureau which falls within the Human Resources Management Bureau. Duties include, but are not limited to, the following:• Supports the Employee Labor Relations Bureau with various human resources related activities regarding employee relations, performance management, disciplinary actions, and labor relations;• Organizes and maintain collected data in secure databases or systems;• Prepares detailed reports from data for analysis and decision-making purposes;• Actively participates in meetings, provide insights on employee and labor relation matters, and give updates on projects;• Conducts research on employee and labor relation programs and initiatives relevant to organizational objectives;• Standardizes and maintain processes;• Supports stakeholders in accessing, entering, and filing information when needed;• Maintains productive communication with all stakeholders;• Provides guidance to employees regarding employee policies, procedures and interpretations to ensure compliance with Collective Bargaining Agreements, employment laws and regulations; and• Other various duties as assigned.If you are appointed as a Human Resources Specialist Trainee 1 (Labor Relations) or Human Resources Specialist Trainee 2 (Labor Relations), you would participate in a traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1 (Labor Relations), Grade 18.

The qualifications are:Human Resources Specialist Trainee 1 (Labor Relations), Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 14:A bachelor's or higher degree**.If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications in your application and at your interview.The advanced placement qualifications are:Human Resources Specialist Trainee 2, NS EQ SG 16:A bachelor's or higher degree** AND one year of professional labor relations experience OR A Juris Doctor, master's or higher degree in a field related to the position being filled.*Human Resources Specialist 1, SG 18:A bachelor's or higher degree** AND two years of professional labor relations experience OR A Juris Doctor, master's or higher degree in a field related to the position being filled* AND one year of professional labor relations experience.NOTE: At the agency’s discretion, advanced placement to the Trainee 2 or Journey level may be possible depending on education and pending Civil Service.*Hiring agencies have discretion in determining whether a degree is related to the duties of the position**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. A representative from our office may contact you for the last four digits of your social security number, which will be used to review your state employment history. *NY HELPS PROGRAM:For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
