    THE POSITION

    Douglas County Justice Courts - Reedsport

     

    Part-time, non-benefited position works 20 hours per week. This position is an "at-will" position, meaning it is appointed by and serves at the sole pleasure of an elected official and, as such, is exempt from due process with respect to County policies regarding discipline, grievance and or appeal. Includes paid sick and vacation leave pursuant to County policies.

     

    Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

    Job Summary:

    This position performs responsible, varied and standardized clerical duties, receptionist duties, cash handling and other financial tasks, entering case data onto predetermined formats, following statutes and rules as they relate to justice court matters and scheduling of trials and hearings. Works closely with directives of the Justice of the Peace to independently accomplish clerical activities for processing traffic, criminal, civil, and small claims cases, and performs other duties as required.

    Essential Job Duties:

    This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

     

    + Ensure that all required forms and documents are available for hearings; prepare pre-defined legal forms and documents; record case disposition and court orders, collect fines and fees; enter records and daily activities into automated recordkeeping system; schedule and maintain docket of cases with dates; schedule future activities such as dates for cases and program completion, case flow maintenance, payment installments, mediation sessions, hearings, and trials.

    + Facilitate processing of restraining orders through the State Circuit Court.

    + Perform receptionist duties in person or by telephone to respond to routine inquiries regarding court processes and procedures.

    + Use techniques to diffuse and assist angry or hostile customers.

    + Assist private attorneys with case status. Provide forms and printed procedures to parties in cases.

    + Provide program information to customers.

    + Act as Deputy County Clerk to process marriage license applications.

    + Perform accounts receivable by collecting court fees and fines, preparing receipts, coordinating with collection agencies, and recording amounts collected; maintain financial accounts; ensure system and case quality control through use of automated accounting and case flow reports; accurately balance daily revenue accounts; perform other accounting tasks and reports as needed to maintain accurate records including disbursement or transfer of funds to appropriate City, County or State agency.

    + Process traffic citations including receiving pleas.

    + Operate a variety of complex office equipment; order supplies and maintain general office.

    POSITION REQUIREMENTS

    MINIMUM QUALIFICATIONS:

    Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

     

    + High school graduate or equivalency and three years work-related support experience of a progressively responsible nature.

    + Satisfactory equivalent combination of education, experience and specialized legal training.

     

    Desirable qualifications: S pecific knowledge, education or working experience in a justice court setting or law office. Proficiency in Microsoft Word, Excel and Outlook. Notary Certification a plus.

    + At time of appointment, must possess valid Oregon drivers license

    + Regular and consistent attendance

    In addition to the above qualifications:

    Knowledge of general office practices and procedures; considerable knowledge of word processing and data spreadsheets; considerable knowledge of recordkeeping and reporting; considerable knowledge of systematic filing and retrieval processes and systems used for maintaining financial accounts; knowledge of legal terminology, English composition, spelling, grammar and arithmetic; reasonable knowledge of bookkeeping principles. Skill in typing/keyboarding rapidly and accurately; use of complex office equipment including processing information on a computer; taking and transcribing dictation either manually or by machine. Ability to communicate effectively in both oral and written forms; estimate and manage time efficiently; organize and make decisions independently in accordance with well established policy; maintain records, reports and statistical data; maintain confidentiality of information and to distinguish information which is public from that which is confidential; maintain positive working relationships with public, fellow employees, judges, law enforcement personnel and other agencies and providers who come into contact with the justice court. Ability to accept and adapt to changing laws and procedures; accurately receipt fines and fees, make change, and balance a cash drawer. Ability to become LEDS certified.

    SCREENING & EVALUATION

    While not part of the initial applicant screening, successful candidates for this position may be required to pass a criminal history backgroundas part of a contingent offer of employment.

     

    Position requires a periodic amount of driving. Finalist will be required to provide a court print driving record that meets the Douglas County Driver Policy (https://douglascounty-oregon.us/264/Driver-Policy) , as part of contingent offer of employment.
