Summary ORGANIZATIONAL LOCATION: Indian Health Service (IHS), Phoenix Area, Colorado River Service Unit, Parker Indian Health Center, Administrative Services, Facilities Department. Position is located in Parker, Arizona. The position is responsible for maintaining the buildings and grounds, within direction provided by the Health System Administrator to ensure safe, efficient and well-maintained building systems, which support patient care. Responsibilities Major Duties: Directing, planning, implementing, supervising and monitoring functions related to the facilities, plant operation and government quarters, which includes Biomedical equipment maintenance, Grounds maintenance including government quarters, parking lots and structures. Utilities support systems and Preventive maintenance. Plans, develops, monitors and serves as Contracting Officer Representative (COR) Level One or Two for support service contract requirements for the entire Service Unit Facility Management. Assists with overseeing construction projects for Service Unit with General Engineer. Direct management and supervision over maintenance and supervisor, bargaining unit workers, personal service contractors and volunteers. Incumbent directly supervises General Engineer, Biomedical Support Specialists, Maintenance Mechanic Supervisor and/or Management Analyst. Evaluates performance, recruitment process, reviewing work schedules, promotions and review/ approves leave for staff. Conducts staff meetings and provides productivity reports for the department on a monthly and quarterly basis. Incumbent reviews, updates and submits policies and procedures for the department. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements BASIC REQUIREMENT(S): Education: Undergraduate or Graduate Education: Major study -- engineering, industrial arts, property management, or business administration; OR Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. Minimum Qualifications - GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Supervisory experience directing a unit or department, training requirements, recruitment for vacancies, departmental schedules, and evaluating performance for unit or department. Performed evaluations and inspections of medical facilities maintenance; overseeing projects for construction with General Engineer and repair operations; knowledge of federal, state and local government practices, functions, laws, regulations, codes and Joint Commission standards, CMS and OSHA guidelines; analyzing statistics and review of maintenance operations to determine compliance with requirements. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is NOT covered by a Bargaining Unit. Recruitment or Relocation Incentives or Permanent Change of Station may be authorized and is subject to availability and service unit approval. If offered, you will be required to sign a service agreement. The service period may not be less than 6 months and may not exceed 4 years.
