General Statement of Duties
Under general direction, this employee serves as a key member of the Neighborhood Operations Division leadership team. The Assistant Superintendent assists the Superintendent in overseeing and directing daily operations and long-term initiatives related to solid waste management, right-of-way maintenance, street sweeping, blight abatement, seasonal responses, and enforcement of waste and encroachment ordinances.
This role includes responsibility for supervising multiple operational sections, leading performance improvement initiatives, managing cross-functional teams, and ensuring consistent service delivery aligned with departmental goals and regulatory requirements. The Assistant Superintendent acts as a key liaison between field operations, administrative leadership, community stakeholders, and elected oUicials. Acts on behalf of the Superintendent as needed. Performs related duties as required.
Minimum Qualifications (KSAs)

Knowledge of:
Best practices in solid waste management, litter and dumping abatement, and right-of-way maintenance
OSHA and EPA regulations and city ordinances related to solid waste and environmental services
Divisional operations, route design, scheduling systems, and automated service delivery methods
City human resources policies and procedures, civil service rules, and regulations.
Supervisory principles, progressive discipline, and union contract provisions
Public engagement, customer service principles, and effective communication strategies
Union contracts; grievance procedures.
Basic technical principles of equipment operation.
Basic computer operation.
Principles of management, supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations.
Safety policies and procedures; OSHA requirements; Employee Safety Instruction Manual.
Office clerical functions and responsibilities.
City procurement, budgeting, and reporting procedures
Basic mathematics.
Basic English grammar, usage, and spelling.
Basic technical principles of equipment operation.
Skill to:
Manage personnel performance and resolve employee relations issues in collaboration with HR
Use data to monitor service quality, identify trends, and implement targeted improvements
Communicate persuasively with field staff, community groups, executive leadership, and elected officials Develop schedules, deploy resources, and coordinate responses to emergencies or service disruptions Analyze costs, prepare budget inputs, and support long-term capital planning
Operate appropriate motorized vehicles.
Operate telephones, two-way radios, and facsimile machine.
Use a calculator; perform basic mathematical computations.
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.
Ability to:

Interpret and explain City policies and procedures.
Provide input into policies, procedures, and divisional standards
Prepare clear and concise reports; prepare necessary correspondence.
Communicate clearly and concisely, both orally and in writing.
Lead operational debriefs and corrective action plans following incidents or service failures
Establish and maintain effective working relationships with those contacted in the course of work, including City Officials and the general public.
Required Education and Experience
REQUIRED EDUCATION AND EXPERIENCE
Requires three years of supervisory experiencein public works, field operations, construction, maintenance, solid waste disposal, right of way maintenance, street sweeping, or a related field.
Up to two years of the required experiencemay be substituted with education in a related field at the following rate:
An associate's Degree, or
30 semester (or 45 quarter) credit hours = 1 year of experience
OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.

Working and Physical Conditions
Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work around machinery and moving vehicles, on ladders or scaffolds, below ground; work with electrical energy; exposure to dust and fumes from construction sites, road ways, motorized equipment and cutting torches.
Physical Conditions:Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; general manual dexterity required; must be able to operate assigned vehicles.

Leads daily operations and supervises staff in solid waste collection, litter and dumping response, street sweeping, right-of-way maintenance, and blight mitigation
Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staU training; works with employees to correct deficiencies; implements City and departmental personnel policies and procedures; reviews attendance and performance records.
Collaborates with Human Resources on hiring, performance management, coaching, and training
Coordinates with supervisors to develop schedules and implement citywide or seasonal programs
Participates in budget development and monitors division expenditures and material usage
Conducts investigations and debriefs following workplace accidents, complaints, or service failures
Develops policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; works with supervision to establish and enforce safety policies and procedures.
Monitors divisional performance and contributes to the development of operational goals and benchmarks
Coordinates work programs and assigned activities with those of other divisions and outside agencies and organizations; consults with representatives of outside groups as appropriate.
Develops reports and presentations for leadership, Council briefings, and internal meetings
Ensures compliance with EPA, OSHA, and local ordinances related to solid waste and encroachment
Responds to service requests and complaints from the public, Council oUices, and the City Manager’s Office
Represents the Superintendent at internal and external meetings as assigned
Assists those contacted in the course of duty in an effective, efficient, and professional manner.
Assists with contract oversight and vendor coordination when applicable
Supervision Exercised:
Directly supervises Public Works Operations Supervisors and administrative support staU; exercises general oversight over all field and operations staU under assigned program areas.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.
Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
