    Description of Job

    The Unit:

    The Engineering Section exists to address for the public, governmental entities, the regulated community, and the department, technical and regulatory issues primarily related to compliance assistance and compliance assurance for drinking water and wastewater treatment facilities (and other discharging facilities) including the following activities: water and wastewater engineering plan review and technical and compliance assistance; regulation and policy development; and provision of technical services in support of the division’s programs to provide financial assistance for drinking water and wastewater treatment facility construction.

    About the Position:

    This position exists to perform, track and assist in managing to completion, the broadest possible array of tasks and projects associated with the Section’s design/plans review activities described above. Major elements of position responsibilities include review and decision-making of technical submittals (design and other engineering submittals), providing assistance to the public at large, developing policies and guidance, classifying facilities per Regulation 100, providing compliance and associated technical assistance to facilities and individuals regulated by the division, and taking action to assure regulatory compliance by regulated entities.

    What you will be doing:

    + Based upon conformance with the applicable regulations and statute and upon engineering knowledge of treatment process capabilities, reviews and recommends approval or denial of site location applications. Reviews for conformance with design criteria and applicable regulations/statutes and issues approval or denial for wastewater and drinking water treatment and conveyance facility design submittals; reviews and makes technical adequacy decisions for other technical submittals. Reviews technical documents and performs other actions to support financial assistance programs. All of the design/plans/technical review activities may also include the performance of site visits and project-related meetings as well as construction inspections as required for funding programs or as needed to facilitate efficient review work.

    + This position may lead or support projects for internal or external customers that result in process improvement for the section, division, or department, support projects lead by department staff, or address the need of external stakeholders, customers, or beneficiaries. This activity may include project management; training participation; solo, work group, or technical advisory activities; lead and support activities; coordination and communication; and development of work product, regulations, policies, presentations, or other discrete deliverables. The activity may include site visits and travel as required to support the needs of the project.

    + Provides information and training to engineers, and/or operators of treatment facilities informally during telephone conversations, site visits and meetings and formally during training sessions in support of project submittal and operator certification requirements. Assists in the development of procedures, guidance, policies and/or regulations and interprets policies and regulations in support of drinking water and wastewater legislative mandates to ensure the provision of safe drinking water and properly treated wastewater.

    + Responds to requests for information from the public, the regulated community, governmental entities, environmental groups, professional consultants, department and division teams and sections, and section members on: technical and regulatory aspects of water and wastewater treatment facility planning, siting, design, operation, financing, rate structure, construction, and pollution prevention strategies; site-specific drinking water treatment process issues and participates in public forums relating to water and wastewater treatment facility design, site planning, and performance including associated water quality and public health implications of various treatment alternatives.

    + Participates in and assists with development of internal policies and procedures that pertain to work performed in the Division. These efforts can include standard operating procedures, stakeholder meetings, quality improvement work and other activities directed at unit, section and division processes, including participation in team activities outside of the engineering section.

    + As part of the technical review work, ensures that the content of all reports and engineering submittals meet the requirements of applicable regulations and statutes that may not be specifically included or addressed in design criteria or other design-related guidance. This includes normal site location application and drinking water and wastewater design submittals as well as reports or other information that is submitted by an entity to meet compliance assurance, enforcement or permit compliance schedule requirements. The incumbent may also be assigned to perform or support diagnostic inspections and/or comprehensive performance evaluations at treatment facilities with technically-challenging compliance issues that are often related to engineering or operational issues. The incumbent is also responsible for supporting formal and informal enforcement actions including provision of testimony to support formal enforcement actions of the division directed at regulated facilities. Although not a primary responsibility for this position, there may be an occasion where the incumbent may need to respond to emergencies that are associated with drinking water and ambient water quality such as spills and treatment facility failures resulting from operational problems, tampering, inadequate design or natural disasters.

    Experience Only:

    Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.

    Conditions of Employment;

    Must be willing to:

    + A pre-employment background check

    + Current Valid Licensure as a Professional Engineer from Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors

    + Travel 10% of time for engineering site visits and may required over night depending on the destination of the site visit

    + Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

    Preferred Qualifications

    + Relevant state of Colorado work experience.

    + Experience with water and wastewater treatment, storage and conveyance facilities.

    + Effective communication and coordination skills with customers, stakeholders, and public water systems.

    + Experience conducting technical reviews.

    + Proficiency in writing policy or guidance documents

    + Knowledge of federal and state regulations, state statute, and the specific areas of authority for the various agencies, as they relate specifically to drinking water quality and clean water compliance.

    + Strong organization and/or project management skills;

    + Ability to analyze data and provide recommendations.

    Appeal Rights:

    An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.
