Summary This position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Division, Construction Branch. The selectee will be a working supervisor performing and supervising electrical functions, including maintenance, repair, installation and inspection of electrical service in the Capitol Complex historic buildings. Responsibilities *** This position is temporary in nature and is not to exceed 24 months. This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved. This position is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds without any advance notice. If project work continues however, it could be extended beyond the 24-month time frame at the sole discretion of the Agency. As a non-permanent employee, the employee may be separated for failure to meet management’s expectations, with no advance notice. *** The individual selected for this position will be assigned to the night shift. Day Shift Hours: 4:00 a.m. - 2:30 p.m. Hours may change due to operational needs of Management. DUTIES: Supervisory Responsibilities The employee is a working supervisor, performing and supervising electrical functions, including maintenance, repair, installation and inspection of electrical services in the Capitol Complex historic buildings. Serves as first-line supervisor of journey-level Electricians performing work at the WG-11 level and below. Provides both administrative and technical supervision in accomplishing the work. Responsible for project planning, acquisition of materials, supplies and equipment, contractor oversight, inspection, troubleshooting, installation and repair of electrical services. Maintains workload data and prepares management requested reports. Carries out administrative and technical supervisory functions assigning duties, evaluating performance, and managing a budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the standards. Observes performance, and performs formal evaluations. Resolves complaints and grievances. Develops Performance Improvement Plans and initiates appropriate personnel actions. Initiates disciplinary measures as appropriate. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Electrical/Electronic Maintenance and Repair Performs repair and maintenance work on the electrical and electronic components of circuits, systems and controls, such as air conditioning units, power distribution systems, lightning control systems, intrusion/detection systems, electronic door/entry control systems, fire detection & alarm systems, station batteries, uninterruptible power (UPS), Automatic Transfer Switches (ATS's) and kitchen appliances. Electrical Installation and Troubleshooting Installs, assembles, troubleshoots, modifies, repairs, and maintains routine and standard electrical lines, circuits, systems, and associated fixtures, controls, and equipment. Examples of equipment that contain the circuit-based components are: fire alarm systems, variable speed drives and electric motor starters for the air conditioning systems, cafeteria and kitchen equipment (steam wells, Vulcan ovens, deep fryers, Bain Marie soup well, etc) lightning control systems, ATS's electronic door/entry control systems and UPS's. Troubleshoots, tests, and loads new and existing electrical lines, circuits, systems, and associated fixtures, controls, and equipment. Determines locations of existing electrical devices and service entrances and places new ones. Traces hard-to-locate defects or problems. Interprets and applies the National Electrical Code, local codes, building plans, blueprints, wiring diagrams, and engineering drawings. Electrical Layout or Design Work Performs the electrical aspects of construction and renovation work. Installs electrical devices (conduit, outlets, circuits, etc) in rooms for which there may not be complete blueprints or schematics available as a result of the age of the facility. Plans and lays out trades work which includes but is not limited to measuring, cutting, routing, placement, type, size, gauge, balance, load continuity, and safe operation of electrical lines, circuits, systems, equipment and controls. Prepares estimates of material and equipment needed and submits requisitions to supervisor for materials, equipment, and supplies necessary to perform the electrical and electronic duties.
