    Description

    SAIC is seeking a **Senior Human Resource Analyst** with an active **TS/SCI clearance** to support the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) by providing human resource (HR) management, strategy development and execution, organizational transformation and change management, and problem-solving. The candidate will execute various HR actions to include hiring and onboarding; analyze the productivity and efficiency of organizational structure, support performance management tracking and tasks, projects, and activities; and advise SES-level leadership on the effectiveness of government staffing and operations.

     

    This position is hybrid remote in **Arlington, VA.**

    Job duties include:

    + Serve as lead support contractor for all personnel actions within ODDRE(M).

    + Track manpower, build packages for various hiring actions/requests such as AcqDemo, IPA, detailees, HQEs, JDAs, etc.; work with OUSD(R&E)/HR to accomplish ODDRE(M) HR tasks.

    + Lead ODDRE(M) personnel onboarding for government, military, and support contractors.

    + Develop, recommend, and implement modifications to current ODDRE(M) HR procedures and policies to improve efficiency; develop new standard operating procedures (SOPs).

    + Provide organizational management to include staffing analysis; support director-level organizational surveys (seek feedback from the staff); provide recommendations on staffing efficiencies to accomplish organizational goals.

    + Coordinate HR issues, tasks, and requests for senior leader decision and information briefings.

    + Facilitate completion of performance management tasks for ODDRE(M) personnel.

    + Support development of resource “budgets” (#s of personnel required to accomplish tasks); coordinate with government Budget Financial Manager to track and assess organizational budget as it relates to ongoing projects.

    + Work with ODDRE(M) front office staff (e.g., workflow manager, legislative affairs, executive assistants).

    + Provide key knowledge management functions- Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.

    + Analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

    + Recommend KM technology where applicable (e.g., advise on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations).

    + Strategic and operational planning, communications, problem solving, office infrastructure management, oversight of workflow management and prioritization, running of reporting processes, oversight of security and clearance processes, personnel and functional area synchronization, and provide decision support to achieve mission outcomes.

    Qualifications

    Required Qualifications:

    + Active TS/SCI clearance

    + A Bachelor’s degree with ten (10) years or more of relevant HR work experience with focus on knowledge of commonly used HR methods, practices, procedures, regulations, policies, and processes or Master's degree and eight (8) year's or more of experience.

    + Strong leadership, problem identification/resolution skills, flexibility, initiative, and a proven ability to work with Senior Executives efficiently and effectively.

    + Excellent communication skills; experience writing white papers, briefings, correspondence, and reports.

    + Demonstrated knowledge of the DoD organizational structure and budgeting process, OSD inter-office coordination, and communication protocols.

    + Extensive experience in the Pentagon at OSD, Joint Staff, or other high-level organization.

    + Ability to develop high-quality, professional briefings and written reports to succinctly capture technical concepts for senior DoD leadership and Congress.

    Desired Qualifications:

    + OSD, Joint Staff, and/or Service Staff experience.

    + Master’s degree.

    + Understanding of PPBES.

    + Current knowledge of OUSD(R&E) structure and understanding of the National Defense Strategy and the modernization.
