    The Bureau of Administration is committed to delivering strategic support services to strengthen and empower Office of the New York City Comptroller employees as they work toward ensuring the City's fiscal health. We provide service and support in a manner that promotes communication, transparency, and collaboration. These services include Human Resources, Procurement, Payment, Facilities Management, and Budget Management.

     

    Under the supervision of the Deputy Agency Chief Contracting Officer, the Senior Procurement Analyst for Central Purchasing will directly supervise staff to ensure the contract management of centrally purchased goods and services for the Agency are accurately planned and managed.

    Responsibilities of the position include, but are not limited to the following:

    - Review and approve work of the Central Purchasing staff for effectiveness, efficiency and compliance with agency’s guidelines and procedures, and troubleshoot/escalate issues accordingly.

     

    - Liaise with Bureaus to manage users of central subscriptions, and initiate procurement, renewals and amendments as required. Perform contract management of centrally purchased goods and services including compliance/performance monitoring duties, in adherence with applicable federal, state and local regulations.

     

    - Oversee the intake and submission of requisitions for the Central Purchasing portfolio, and ensure they are processed in a timely manner and that the specifications are current and appropriate.

     

    - Receive, review, and submit vendor invoices for payment, monitor contract burn rate, and maintain payment tracking reports, ensuring compliance with internal policies and contract terms and conditions. Reconcile the Agency’s Procurement card (P-card) charges and statement, and submit invoice for payment.

     

    - Oversee the submission of Doing Business Data Forms (DBDFs) to the Mayor’s Office of Contract Services (MOCS).

     

    - Assists with vendor management in Financial Management System (FMS), including obtaining supplemental documentation required for vendor processing.

     

    - Monitor, analyze, and report on all aspects of the work, including but not limited to, procurement workflow, budget utilization, vendor compliance, and contractual performance.

     

    - Utilize internal tracking and City systems such as Financial Management System (FMS), Procurement and Sourcing Solutions Portal (PASSPort), City Record Online (CROL), etc. for processing of requisitions.

     

    - Perform other job duties as instructed.

    PROCUREMENT ANALYST - 12158

    Qualifications

    1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

    2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

    3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

    4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

    SPECIAL NOTES:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

     

    To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
