    The current vacancy exists in the City of Stockton's Evidence Department within the Stockton Police Department. The Supervising Evidence Technician will oversee the day-to-day operations of the Evidence unit.

     

    Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by Mid-Management/Supervisory Bargaining Unit. (Classified/Represented)

     

    This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.

     

    Prior to appointment, eligible candidates will be required to submit to and successfully pass a drug screen and background investigation, which will include fingerprinting.

     

    Under direction, plans, organizes, assigns, supervises and reviews the work of Evidence Technicians in the Police Department; performs related work as assigned.

    CLASS CHARACTERISTICS

    This is a single position police civilian supervisory class in the evidence technician series responsible for the coordination and supervision of crime evidence collection, evidence processing, and other City/Department activities relating to public education on crime evidence preservation and collection. The incumbent is responsible for recommending policy, developing goals and objectives, providing work assignments and direction, employee training and evaluation, and resolving day-to-day work issues. This class is distinguished from the Senior Evidence Technician in that the Supervising Evidence Technician has full supervisory responsibilities for all assigned staff.

     

    PRINCIPAL DUTIES (Illustrative Only)

     

    + Plans, organizes, coordinates, supervises, reviews and evaluates the work of the crime evidence section.

    + Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the section.

    + Recommends selection of staff and provides for the training and development of staff; recommends and implements disciplinary action as required.

    + Makes budgetary recommendations and administers the section's budget.

    + Provides technical assistance and serves as a resource to staff in resolving difficult crime evidence collection and processing problems.

    + Prepares and maintains a variety of computerized and written reports and other correspondence related to crime evidence collection and documentation.

    + Monitors and/or reviews reports generated by evidence technicians for compliance with administrative and technical policies and protocols.

    + Ensures that crime scene evidence collection, coding and processing are performed in conformance with departmental and other legal requirements.

    + Supervises the maintenance of all crime scene evidence and coordinates access and use of evidence in investigations.

    + Supervises the use of and acts as a system administrator for related technical data bases and computer applications/programs.

    + Manages the Citywide shared appointment schedule for Livescan appointments.

    + Acts as the local National Integrated Ballistic Information Network (NIBIN) lab director and liaises with FBI and ATF NIBIN representatives.

    + Serves on the department's Technology Steering Committee.

    + Maintains current knowledge of crime evidence collection techniques, technology and methods.

    + Resolves computer related network issues relating to law enforcement evidence databases, involving multiple agencies and/or users.

    + Prepares and presents crime evidence for court cases. May act as qualified court expert for fingerprint identification and comparison.

    + Develops and maintains cooperative working relationships with federal, state and local law enforcement agencies and evidence services units.

    + Performs related duties as assigned.

    QUALIFICATIONS

    Education/Experience:

    Possession of a high school diploma or GED and three (3) years experience performing duties at a level equivalent to the Evidence Technician II. Lead or supervisory experience desirable.

    Other Requirements:

    + Must possess a valid California Class C driver license.

    + Must be available for 24-hour call back.

    + Must be willing to handle firearms.

    Knowledge of:

    + Principles, methods and techniques for evidence collection and processing including maintenance of evidence collection;

    + Procedures and terminology used in the classification, coding and documentation of evidence;

    + Principles and practices of work planning and scheduling, and employee supervision including selection, training, evaluation and discipline;

    + Basic law enforcement principles, practices and terminology;

    + Business computer applications, particularly as related to the input and retrieval of data;

    + The Henry fingerprint system, including the classification and comparison of latent prints;

    + Safe work methods and safety regulations pertaining to work;

    + Operation of standard office equipment and principles of photographic equipment and usage.

    Skill in:

    + Planning, organizing, assigning, directing, reviewing, and evaluating the work of assigned staff;

    + Training staff in work procedures;

    + Supervising the collection, processing, analysis, identification and preservation of crime scene photograph/fingerprint evidence in accordance with established guidelines and procedures;

    + Operating photography and laboratory equipment in an effective manner;

    + Plotting and interpreting fingerprint minutiae using the Cal-ID system.

    + Evaluating complex crime evidence problems, reaching sound conclusions and making recommendations for appropriate handling and disposition;

    + Supervising the classification, filing and maintenance of a large crime evidence inventory;

    + Handling dangerous substances and firearms in a safe manner;

    + Presenting accurate and detailed information related to evidence in court cases.

    The Examination:

    Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oral exam or a training and experience evaluation examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
