    We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

     

    Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

    Job Summary

    This role is the top progression level in the Air Emissions Monitoring Specialist series. Distinguished from the Air Emissions Monitoring Specialist by the increased complexity in the application of technical skills and knowledge. Performs difficult and complex work requiring strong technical skills and significant knowledge and relevant work experience. Prepares correspondence and interfaces with state and federal regulatory agencies regarding technical issues. Analyzes Continuous Emissions Measurements/Continuous Operation Measurement Systems (CEMS/COMS) operational performance and prepares excess emissions reports to satisfy permit requirements. Independently performs technical evaluations of situations to determine validity of recorded emissions data. Independently performs calculations for determining various emissions rates or totals from base parameters. Provides expert technical support, direction and advice in analyzing and evaluating plant systems and their impact on monitored emissions. Responsibilities include the development of new programs needed for maintenance or production. Utilizes computer technology in analysis of operating performance data to verify plant systems/components are operated and maintained as required by company policies and procedures and regulatory agencies. Performs technical evaluations of events and root cause analysis to recommend corrective action.

     

    This role will be directly involved with preparing and reviewing written reports for submission to regulatory agencies within the applicable regulatory deadline. May be required to occasionally work at a plant site to observe/participate in emission testing conducted from exhaust stack platforms at heights of up to 350 feet.

    Required Knowledge, Skills, Abilities & Experience

    • 5+ years of directly related work experience.

    • Demonstrates an In-depth knowledge of operation, maintenance and technical design applications of CEMS/COMS

    • Advanced Experience using ESC Spectrum's StackVision DAHS software.

    • Familiar with StackVision Server maintenance and deploying version upgrades.

    • Familiar with StackVision StackStudio and data configuration engineering.

    • Familiar with ESC 8864 Data Controller Firmware Upgrades.

    • Possesses an in-depth knowledge of design and operation of complex systems and equipment which may be indicated by advanced certification or licenses.

    • Demonstrates an in-depth knowledge of engineering theories and principles related to power plant emissions.

    • Possesses an in-depth knowledge of EPA AIR regulations that apply to Electric Generating Units (EGUs) including 40CFR60 NSPS sections D, Da, Db, GG, and KKKK; 40CFR75 and Appendices A, B, D & F.

    • Equally effective working independently or in a team environment.

    • Excellent oral and written communication skills to include skilled in technical writing and preparation of technical documentation.

    • Working knowledge in the operation and application of personal computers and software programs.

    • Excellent organization and project management; skilled in evaluation techniques.

    • Ability to perform root cause analysis to determine the most probable cause of problems and undesired events, and to develop recommendations and corrective actions.

    • Ability to perform any and all calculations associated derived from stack test or continuous emissions values.

    • Strong analytical and abstract thinking problem solving skills; ability to process information quickly.

    • Ability to provide assistance and direct to less experience staff as needed.

    Preferred Skills, Abilities and Experience:

    • Advanced knowledge of Microsoft Excel. Familiarity with 40CFR63 EGU MACT (MATS) and/or Industrial Boiler MACT rules.

    • Experience using EPA’s ECMPS software. Experience using EPA’s CEDRI software.

    • Technical writing skills obtained on the job or equivalent college level courses.

    • Familiarity with stack testing methods and procedures, especially as recognized by QSTI or QSTO qualifications.

    Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

    Bachelor
