    Summary You will serve as a MARINE TRANSPORTATION SPECIALIST in the MSCREP PEARL HARBOR OPERATIONS (N3) of MSCREP PEARL HARBOR. Responsibilities You will coordinate port services for assigned MSC controlled vessels operating within MSCP AC Port Services AO. You will review and generate endorsement letters for contractors and ship's crew to enable base access to Joint Base Pearl Harbor Hickam (JBPHH) and, Naval Magazine Lualualei (NMLLL) in accordance with Navy Region Hawaii base access instructions. You will provide logistic support for MSC civilian manned ships to include provisions, supplies, fuel, pilots, transportation, tugs, line handlers, water, ballast, brows, and minor emergency repairs. You will review the facilities and capacities of each port in Hawaii to support planned or anticipated operations. You will maintain liaisons with state and federal government agencies and commercial shipping organizations as may be appropriate. You will draft Naval messages for ship pre-arrivals, logistic request replies and ship sail orders. Requirements Conditions of Employment Qualifications To qualify for the MARINE TRANSPORTATION SPECIALIST, GS-2150-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working within the commercial ocean transportation industry in order to accomplish assignments (e.g. ship characteristics, port facilities and capabilities, ship capacities and capabilities, cargo loading, stow planning, securing of cargo, replenishment at sea); Experience determining the terms and conditions for shipping cargo; Experience scheduling and shipment of goods and ship logistic requirements, such as berths, bunkers, crane service, and computing costs for cargo shipment; Experience planning and/or directing cargo movements such as: coordinating, monitoring, and supporting dry cargo and tanker operations, cargo loading and discharge, embarkation and debarkation; Experience utilizing Coast Guard and other federal regulations pertaining to the merchant marine, and U.S. Navy fleet operating procedures and doctrine; Experience utilizing a variety of software programs including timeline/schedule, word processing, spreadsheet, database (MS Office Suite), Naval Message Format, and all other written communications.
