    Duties Description • Ensures compliance with requirements of the Uniform Procedures Act (UPA) for review timeframes, public participation, and permit decisions.• Ensures compliance with the State Environmental Quality Review Act (SEQRA); resolves project issues within the Department and all interested parties.• Ensures compliance with other statutory requirements, including the State Historic Preservation Act, Waterfront Revitalization Act, and more. • Performs, monitors, and tracks compliance for various testing and surveying requirements including, but not limited to, water quality, hazardous materials, indoor air quality, environmental audits, asbestos, lead and pesticide licensing, storm water permitting, noise surveys, pesticide application, and more. • Coordinates interagency environmental review with local governments, State and federal agencies, and regional authorities.• Identifies permit requirements, environmental issues, overall application content and format for projects requiring environmental permits and recommends action on permit issuance and drafts permit conditions.• Utilizes computer-assisted programs to identify environmental resources; manages, tracks, and schedules project review activities; monitors data quality and produces reports.• Works with central office technical program divisions for regulatory program implementation and assists in the development of guidance and procedures.• May perform a full range of supervisory duties for technicians and clerical staff.• Perform other duties as assigned.

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required Experience: Candidates must have a bachelor's degree or higher in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture. ANDTwo years professional experience preparing or reviewing environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining.**Environmental Analyst level requirements:• Environmental Analyst Trainee 1 (equated to SG-14): bachelor or higher degree in one of the above fields. • Environmental Analyst Trainee 2 (equated to SG-16): bachelor or higher degree in one of the above fields and one year of required experience.• Environmental Analyst 1, SG-18: bachelor or higher degree in one of the above fields and two years of required experience.Substitutions: a Juris Doctor, master's or higher degree in a related field may substitute for one year of specialized experience.ORCurrent New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4* of the Civil Service Law.*70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists. PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.Successful completion of a two-year traineeship leads to appointment as an Environmental Analyst 1, SG-18.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

     

    Additional Comments Notes:*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
