Summary The Treasury Office of Inspector General is responsible for overseeing the operation of all Treasury Department Offices and Bureaus (with the exception of the Internal Revenue Service) and for conducting audits, investigations, and evaluations. The OIG is looking for a talented senior executive to serve as its Assistant Inspector General for Audit. This is a Senior Executive Service career reserved position responsible for providing executive-level management for OIG's Office of Audit. Responsibilities The incumbent is responsible for the following major duties: Formulates audit program policies, goals, and objectives, and directs the development of long- and short-range audit plans for the Office of Audit. Directs and coordinates the conduct of audits, attestation engagements, and evaluations of Treasury programs and operations, and external peer reviews of other Federal audit organizations. Serves as an expert advisor to the Inspector General and top-ranking Treasury officials regarding audit matters. Recommends the Treasury OIG's position on audit standards, procedures, and other guidelines proposed by the Comptroller General of the United States, the Office of Management and Budget, the Council of Inspectors General on Integrity and Efficiency (CIGIE), and other Federal and private professional organizations. Directs and oversees the preparation of the Office of Audit's section of the Inspector General's Semiannual Report to Congress. Responsible for the OIG Annual Audit Plan. Manages the human and financial resources provided to the Office of Audit, including controlling expenditures and composition of the workforce. Requirements Conditions of Employment Conditions of Employment: This position requires access to classified information and a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. Must be eligible to obtain and maintain a Top Secret/SCI security clearance. Must submit to a drug test for illegal drugs or substances prior to your appointment and random drug testing while you occupy the position. Must file a Public Financial Disclosure Report, OGE 278e, within 30 days of appointment and annually in accordance with the Ethics in Government Act of 1978. If you are selected and your executive core qualifications (ECQs) are not certified by an OPM Qualifications Review Board, your ECQs must be certified prior to appointment. Must successfully complete a background investigation. Must complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested. Must have your paycheck sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Mandatory Technical Qualifications (MTQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. Mandatory Technical Qualifications: Your resume should demonstrate accomplishments that would satisfy the MTQs. MTQ1: Experience leading complex audit programs in one or more of the following audit disciplines: financial, information technology, or performance. MTQ2: Experience in audit program planning including development of strategies to meet organizational goals and applicable Federal mandates. Executive Core Qualifications: In addition to the MTQs listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ3: Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a career SES appointee or have been QRB certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to reflect demonstrated evidence of the ECQs in your resume. Education Basic Education Requirement: You must include evidence of the education requirement in your resume. If selected, you may be required to provide official transcripts to verify you meet the education requirement.To qualify for this position, you must meet the following basic education requirements described below. A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
