    Position Summary

    Position is responsible for investigating building construction and evaluating the scope of work to determine if building permits are required. Employee must be able to review construction plans, permits and projects, and conduct field inspections and for enforcement of the Building Standards and Procedures of the City of Indianapolis and any other applicable Federal, State and Local Codes and Ordinances pertaining to construction without permits. Employee must be able to read and interpret permits, plans, codes, ordinances, regulations and obtain certifications as required. The employee must be able to respond to complaints, perform and document investigation activities and initiate enforcement actions including legal case preparations. The employee must be able to use skill and judgment to resolve both technical and interpersonal issues related to compliance.

    Agency Summary

    The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County. The department also oversees operations at the city’s animal shelter, Indianapolis Animal Care Services. DBNS is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

    Position Responsibilities

    + Ability to obtain and hold Special Police Powers issued by the Indianapolis Metropolitan Police Department (IMPD).

    + Investigates complaints and performs research to determine property ownership, occupancy, permits issued, etc.

    + Conducts field inspections to determine compliance with appropriate codes, ordinances, and regulations related to permitted and non-permitted building construction activity in residential, multi-family, commercial, industrial, and high rise construction.

    + Issues Notices of Violation, Stop Work Orders, Citations and assesses administrative fees for construction activities not meeting applicable City of Indianapolis Building Standards and Procedures.

    + Ability to effectively communicate both verbally and in writing. Ability to potentially speak in public forums and respond to questions.

    + Monitors construction sites for posting of requisite permits and enforces non-compliance.

    + Appears and testifies in court and at administrative hearings as a professional and expert witness as requested.

    + Meets with home owners and contractors to discuss and/or alleviate violations; must be able to solve practical problems with tact, diplomacy, and persuasiveness in dealing with a variety of people in a variety of situations.

    + Maintains project files of all written and verbal communication pertaining to construction activities.

    + Maintains efficient and effective daily reports and other required reports for all assigned work.

    + Additionally, performs inspections of permitted demolition projects for compliance with the City of Indianapolis Building Standards and procedures.

    + Attends and successfully completes any required training courses.

    Qualifications

    + Skills and knowledge that are typically acquired though a high school diploma or equivalent and preferably two (2) years of work related experience.

    + Ability to obtain and hold Special Police Powers issued by the Indianapolis Metropolitan Police Department (IMPD).

    + Incumbent must certify in the appropriate, approved disciplines per the department's policy to maintain employment.

    + Ability to effectively communicate both verbally and in writing. Ability to potentially speak in public forums and respond to questions. Must possess ability to conduct compliance investigations and follow-up activities as needed. Must be able to compile proper documentation, including photographs, to complete case documentation and inspection reports to explain facts and circumstances surrounding investigations and violations.

    + Basic computer and office equipment knowledge. Must be able to utilize computer for word processing, photo labeling, data entry of detailed inspection results into established database management systems utilizing a field computer.

    + Must be able to solve practical problems with tact, diplomacy, and persuasiveness in dealing with a variety of people in a variety of situations.

    + Must have and retain a valid Indiana Driver's license and have the ability to operate a City vehicle is required.

    + On a weekly rotational basis, inspectors may be required to be on call and available 24 hours a day and seven days a week to respond to after hour investigation and/or inspection requests.

    + Ability to read plans.

    + Familiarity with City and County streets and ability to read City maps.

    + Must be Marion County resident within six (6) months from date of hire.

    + Employee in this position receives direction from the Construction Services Supervisors – Department of Business and Neighborhood Services.

    + Incumbent must certify in the appropriate, approved disciplines as prescribed by the Director of the Department of Business and Neighborhood Services, to maintain employment.

     

    Independent Judgment

     

    Actions and judgments are controlled through the application of laws, rules, regulations, standards, guidelines, City policies and procedures and state and municipal codes. Incumbent utilizes independent judgment when determining compliance with vacant building standards, illegal dumping/trash ordinances, environmental public nuisance ordinances, and other related regulations and determines appropriate action to be taken. Incumbent interacts with others within the Department of Business and Neighborhood Services, other City Departments, County agencies, neighborhood groups, property and business owners, tenants, partner agencies, etc. Interactions require the incumbent to use diplomacy and tact when enforcing all ordinances and codes. Incumbent spends most of the time in the field, but may call for assistance from a Construction Services Supervisor.
