Position Summary
Position is responsible for the department's strategy over technology systems, data, and the implementation and management of new or modified solutions. The incumbent, under the direction of the Deputy Director: Policy & Planning, is expected to manage strategic initiatives for the department as it pertains to new technology and investments, digitizing processes, and bridging the gap between the department’s current day-to-day efforts and new opportunities for efficiency, cost-savings, and improved service. Works independently with minimal supervision. Develops consensus and establishes work processes across functional areas where necessary. Helps to establish and/or ensure technological policies and procedures for the Department are adhered to in an effective manner. Knowledge of established policies and procedures is required, but independent judgment is regularly utilized when there are no available policies and procedures, and errors in judgment may cause inconsistencies and inconveniences that impact the department's ability to operate through its systems. Position reports to Director.
Position Responsibilities
•Oversees department IT environment, including current systems, data, and personnel, GIS functions for the department, align DPWs GIS staff under one team
•Partner with the city’s Information Services Agency (ISA) on strategic IT documentation for the department, including developing process flows, and the department’s business and technical architecture
•Collaborate with DPW, ISA and legal teams to negotiate, draft, and execute new IT agreements and system/solution renewals
•Seeks out new and modern solutions for providing service in the government, public works, transportation, and IT industries
•Maintains an awareness of regulatory and security updates as it pertains to the department’s services and IT systems
•Facilitates partnerships and acts as IT liaison to internal and external partners including, but not limited to Citizens Energy Group, the Department of Parks and Recreation, the Department of Business and Neighborhood Services, and the Mayor’s Action Center
•Direct critical department projects within the IT portfolio, manage and partner on non-IT executive projects as assigned
•Roll out telematics for all of DPW, including an entire new workflow/integration between solid waste services and the Mayor’s Action Center
•Responsible for contract compliance for all department IT contracts, including managing any SLA’s, SLC’s, scope deliverables, change orders and new development, project timelines, and regular touchpoints with vendors
•Gathers and vets for a potential Salesforce overhaul and replacement of main ERP/Asset Management system
•Hires, develops, and provides guidance to his/her staff
•Responsible for staff scheduling and all timekeeping functions
•Conducts staff meetings and completes employee performance appraisals, monitors project performance and the utilization of skills
•Must maintain confidentiality at all times

Qualifications
Bachelor's Degree in Business, Public Affairs, Economics, IT, Public Finance, Engineering, or a related field with five (5) to ten (10) years relevant work experience working with information technology systems, or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities. Experience leading and/or facilitating IT strategic planning initiatives. Requires excellent intrapersonal communication and facilitation, independent judgment, and proven problem-solving abilities. Ability to communicate effectively through the following means: oral, writing, summary tables and graphs, etc. Experience defining key performance indicators for processes. Ability to develop and conduct effective presentations. Ability to develop and manage personnel. Demonstrated leadership track record with progression of responsibilities. Must have a valid driver's license.
Independent Judgment
Works independently with minimal supervision. Develops consensus and establishes work processes
