    Department Marketing Statement:

    Are you passionate about public transit and excited to support transformational opportunities that advance Metro¿s capital strategy? Metro¿s Office of Capital Planning and Programming is hiring a Director, Capital Planning and Programming to help develop Metro¿s capital program and advance initiatives that support the Metro system, focusing on improving safety, customer service, and efficiency. This is the perfect opportunity to be involved in the decision-making process, utilize problem solving skills, and collaborate with project managers, asset owners, and other senior leaders across Metro.

     

    The Office of Capital Planning and Programming develops the annual Capital Program that includes capital investments that improve transit for Metro customers and position Metro as a world-class transit system. Metro¿s current six-year Capital Program totals $10.9 billion in capital investments that focus on reinvestment and reliability of MetroAccess, Metrobus, and Metrorail assets. The Capital Program includes investments that improve cost effectiveness and reduce asset lifecycle costs.

    The experienced candidate will:

    + Work with leadership across the organization to develop Metro¿s Capital Program and Long-Range Capital Plan

    + Support the capital investment decision-making process

    + Develop Capital Program materials for Metro¿s Board of Directors

    + Contribute to key documents and recurring reporting to communicate key capital issues and the results of the capital programming process

    + Perform in-depth analyses as needed to support the Capital Program

     

    Interested candidates will have proven management experience and the ability to communicate at an executive-level. An ideal candidate will have experience at a corporate or department level doing capital planning, programming, and budgeting. Candidates will be able to succinctly distill complex topics for a non-technical audience, maintain productive relationships within Metro and manage multiple deadlines and priorities. Additionally, candidates will have experience analyzing complex projects and/or have experience using analytical processes to develop various budget scenarios. Familiarity capital asset infrastructure activities (at the state, local or federal levels) would be an advantage.

    MINIMUM QUALIFICATIONS

    Education

    Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Economics or a similar field.

    Experience

    + A minimum of ten (10) years of progressive experience in capital program planning/creation and stewardship.

    + Demonstrated success leading in capital planning and prioritization activities.

    + Previous experience authoring long-range capital plans, documents, and publicly presenting for review by regulatory bodies and internal implementing bodies.

    Certification/Licensure

    + Project Management (PMP) Certification

    Preferred

    + Graduation from an accredited college or university with a Master's degree in Business Administration or Public Administration.

    SUMMARY

    The Director, Capital Planning and Program Development directs the annual creation of the Authority¿s capital program and presents the developed plan to the Vice President of Capital Program Management of Office of Strategy, and Program Management (SPPM). The employee leads the process of program creation based upon needs identification and prioritization, including leading the development of the annual Capital Needs Forecast (CNF). The employee leads departmental management through annual Call for Projects including strategic readiness and review. The employee coordinates closely with the Capital Evaluation and Accountability function, for scope development, interdepartmental coordination, track rights access coordination, and necessary due diligence associated with the mission of creating a forward-looking program of projects suitable for budget programming in the annual budget cycle. The employee provides support to the Office of Capital Programming in representing the aforementioned work when presented to the Executive Management Team (EMT) and, when needed, the General Manager (GM), Board of Directors, and public stakeholders.

    ESSENTIAL FUNCTIONS

    + Leads the Authority¿s annual CNF and project prioritization, to ensure WMATA compliance with MAP-21.

    + Leads the process of needs identification and manages staff to organize gathered information for Departmental review and interface, in order to create gate documentation and submissions for the Capital Planning and Program Management process, ensuring that Departments successfully create programs linked to the CNF and other measures to verify Capital needs.

    + Leads the Authority¿s annual call for projects to solicit entries into the appropriate gate of the capital portfolio. Conducts significant outreach to, and due diligence with, Departmental senior staff to ensure that submissions meet Authority needs, are compliant with submission documentation requirements, and successfully converts identified priorities into executable activities, appropriate with specific stage gates of the program.

    + Liaises with SPPM program managers and Department leaders to engage in appropriate processes to construct scopes of work for capital activities. Provides guidance from prioritized capital needs and readiness to ensure that scope development and execution addresses the documented needs of the Authority.

    + Oversees and directs general administrative activities of the Office of Capital Programming including but not limited to the development and management of budgets, personnel and contractor management, and business plan development.
