Description of Duties:
Reporting to the Director of RF Human Resources, the Assistant Director plays a pivotal leadership role in managing and enhancing core HR functions. This position oversees employee relations, onboarding, job classification, recruitment, employment of non-US citizens, time & attendance, and HRIS systems. The Assistant Director will lead process improvement initiatives, ensure compliance, and provide strategic support to the Director in fostering a responsive and efficient HR environment.
ESSENTIAL FUNCTIONS
+ Customer Service Representative: Communicates and coordinates with personnel at all levels within the organization to facilitate HR processes. Actively look for ways to improve customer service and efficiency. Facilitates the population's understanding of HR and payroll policies and procedures.
+ Job Classification & Recruitment: Ensure compliance with Research Foundation for SUNY and University, procedures. Conduct compensation analyses, review salary equity, and support hiring managers in classification decisions. Approve employment transactions and support recruitment efforts.
+ Utilization and Management of HRIS Systems, RF Webpage: Look for ways to improve and automate current manual HR processes. Lead process configuration of new onboarding systems as well as enhance the use of existing HRIS systems such as ORACLE & PeopleSoft. Produce reports as needed for campus leadership on HR data. Assist in updating the RFHR webpage to promote and simplify information for our customers.
+ Employee Relations: Will assist the Director with employee relations as well as coaching supervisors and providing guidance on performance management.
+ Payroll & Tax Administration: provide hands-on leadership and supervision to Human Resources Associates and the Payroll Team Leader to ensure compliance with applicable laws, regulations, policies, and procedures regarding position classification and taxation. Maintain a strong understanding of noncitizen tax and monitor noncitizen tax determinations throughout the year as well as Income tax treaty Exemptions.
+ Training and Development: Will assist and present in Lieu of the Director at various campus events on RFHR Initiatives, Processes, etc.
+ Benefit & Leave Administration: Work in collaboration with the Director and Benefits and Leave Manager to ensure seamless communications for employees and supervisors on Benefit offerings. Works in collaboration with the Benefits and Leave Manager to discuss complex employee medical leave requests as well as review of requests for Medical Accommodations.
+ Audit Preparation and Compliance: Produces support for audit samples, reviews support to ensure accuracy and identify issues for review by the Director. Meets with Auditors to explain the process. Continually looking for ways to promote compliance in all areas of the Human Resources Office.
+ Time & Attendance: Ensures that the time and attendance function is administered and communicated efficiently, effectively, and appropriately. Follows-up to resolve issues and educate constituents on the importance of efficient time reporting.
Job Requirements:
Minimum Requirements:
+ Bachelor's degree with 5 years progressively responsible human resources experience or at least 9 years of progressively responsible experience in Human Resources. Including a minimum of:
+ At least two years of supervisory experience
+ At least two years of recruitment experience
+ At least two years of experience performing classification and compensation analysis.
+ At least two years' experience with payroll administration
+ Experience managing employee relations concerns
+ Experience managing an HRIS system
+ Able to communicate effectively and professionally with colleagues and customers at various levels within a Campus Community.
+ Able to multitask in a fast-paced deadline driven work environment and with excellent time management skills.
+ Detail oriented and able to think analytically and with consideration of a bigger perspective.
+ Knowledge of employment legislation both Federal & State such as FLSA and NYS Salary thresholds, Wage and hour law, etc.
+ Experience working with Microsoft Office Suite products including Word, PowerPoint, Outlook, Microsoft teams, Excel.
Preferred Requirements:
+ Experience working for a University, College, or a Research Organization.
+ SHRM or PHR certification
+ Experience with ORACLE, PeopleSoft, or Interview Exchange.
Additional Information:
Salary Range: $85,000- $100,000 (DOE)
