Summary About the Position: You will serve as the District Forester and technical advisor to the Division Real Estate Directorate on planning, coordination and evaluation of forest management and utilization, including timber harvesting activities, and provide technical and procedural advise and problem resolution to Districts within the North Atlantic Division. Responsibilities Provide expert advice and assistance in all aspects of the Forest Products Disposal Program. Coordinate Timber Harvesting and Disposal Program with military installations and project activities. Work with various agencies representatives in developing and projecting long range plans, resolving any problems. Administer overall program of records maintenance, sales, inspection, reporting, contracting, and weight station operations. Evaluate bids and recommend awards to contracting officer. Develop procedures and methods for appraising forest products for sale. Establish and maintain contact with installation commanders, timber purchasers, contractors, loggers, trade associations, and employees of various Federal and State agencies. Promote effective utilization and conservation principles and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Forester: A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-9: Specialized Experience: One year of specialized experience which includes: Assisting with timber management and effective development, protection and utilization of the timber resource; Assisting with the sale preparation, valuation and disposal of timber and timber harvests; Gathering facts, statistics, and presenting logical, reasonable conclusion or recommendations for effective development, protection and utilization of the timber resource. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: Assisting with timber management and effective development, protection and utilization of the timber resource; Applying knowledge of reforestation methods and timber stand improvement (TSI) principles and techniques to resolve problems on varied forest units; Preparing various real estate instruments or reports involving the management and disposal of real estate and real property. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes: Applying practical knowledge of forestry and land management, forest economics and valuation methods to assure effective development, protection and utilization of the timber resource; Providing expert advice in all aspects of the Forest Products Disposal Program; Identifying critical timber cost factors and the underlying forestry principles to support Timber Harvesting/Disposal Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone- no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Forest Management Technical Competence GS-9: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7). GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9). GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
