    Summary This position is located in the Professional Learning and Outreach Section, Center for Learning, Literacy and Engagement Division, Office of Communications, Outreach & External Relations Directorate, Office of the Librarian. The position description number for this position is 449152. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Responsibilities Incumbent is responsible for setting the tone for the Lewis-Houghton Civics and Democracy Initiative pilot program’s overall programmatic agenda, by building or advising on program strategy, planning, execution, and evaluation. The incumbent will manage and perform as a program specialist, creating timelines and managing all stages in the pilot program life cycle. Works with senior staff to develop plans for efficient and effective program implementation and administration. Manages grant operations, meeting logistics, and other administrative duties. Assists in the management of budgets and finances for the pilot program. Optimizes the use of existing resources and networks. Oversees program-related events. Implements centralized and mission-specific projects under pilot program objectives, paying particular attention to projects with a bearing on the strategic plans of the Library, Center for Learning, Literacy and Engagement (CLLE), and especially PLOI. Develops and implements plans designed to enhance relationships with targeted stakeholders. Encourages and assists the collaborative development and implementation of institution-wide best practice standards, including serving on Library committees. Identifies areas of the pilot program where operational efficiency can be enhanced. Recommends actions necessary to maintain or improve the quality and quantity of operational services. Makes recommendations of needed adjustments to ensure that the program is responsive to its constituencies. Supports the capture, reporting, and analysis of statistical data relating to the pilot program’s operations and supports or performs special studies regarding this data. Supports the evaluation and assessment of the pilot program. Coordinates and contributes to all aspects of the financial reporting for the pilot program. Uses assessment data to improve program effectiveness and the improvement of management processes and systems. Serves as a liaison for the PLOI Office and the CLLE. Initiates, establishes, and maintains effective and professional working relationships with CLLE and other Library staff at multiple levels, across the institution to encourage the most effective use of Library collections and ensure that staff from other units are aware of products created under this initiative. Maintains effective and professional working relationships with external professionals, including grantees. Plans and conducts public meetings, briefings and other constituent relations activities supporting the pilot program. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs, particularly those relating the TPS Consortium. Produces analyses, written reports, and initiates program reviews. Organizes special committees, workshops, and develops or fosters cross-agency activities.
