Description
Under general supervision, conducts construction inspections to assure compliance with codes, standards, plans and specifications.
Examples of Duties
1. Inspects small construction projects or components of major construction projects such as street cuts, sidewalk construction, asphalt street paving, building structures, bridges, tunnels, caissons concrete, water distribution mains, lateral sewers, heavy equipment and other permit construction work.
2. Reviews and interprets plans, blueprints, sketches and specifications, and provides detailed information of factors or issues that may affect projects.
3. Evaluates work site and reports on potential hazards to utilities and ensures that work sites are properly barricaded for the safety of workers and the public.
4. Prepares daily and weekly activity logs, reports and specialized reports required for construction accounting and historical reporting.
5. Monitors work schedules to determine progress and prepares estimates for contract payments.
6. Inspects, verifies and reports on conditions that may require changes to contract specifications, construction work procedures or schedules.
7. Evaluates the manufacturing of materials and conducts material tests at asphalt and concrete batch plants, slag plants and other material producing operations.
8. Maintains field liaison with suppliers and contractors.
9. Prepares drawings, sketches and other documentation to reflect completed construction work.
10. Conducts field tests to determine the quality of materials and accuracy of finished work.
11. Transports material samples to testing facilities to obtain test certification and documentation.
12. Checks location, dimensions, alignment and grade of component structures.
13. Responds to inquiries or complaints.
Minimum Qualifications
Completion of a High School Diploma or G.E.D. Preferably completion of two years of college level engineering or construction related courses.
Two years of experience in general construction work in major construction of field engineering projects, to include conducting inspections.

1. Interview: 70%
2. Evaluation of Training, Experience and Personal Qualifications (T.E.P.): 30%
3. Total: Interview, and Evaluation of T.E.P.: 100%
Additional points may be awarded for:

Licensing and Certifications
Employees in this class will be required to provide and operate a motor vehicle on a reimbursed mileage basis; Valid State of Michigan Driver License required. For placement at the Detroit Water and Sewerage Department, applicants must be able to pass a maximum exercise tolerance test and demonstrate adequate pulmonary function capacity on the basis of a pulmonary function test. Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.

Practices, materials and methods used in construction work.
Safety regulations such as OSHA, MIOSHA and other applicable local and state codes, rules, policies and regulations.
City of Detroit and Michigan Department of Transportation (MDOT) construction specifications, standards and materials testing requirements.
Regulations and policies related to the handling and removal of hazardous materials.
Reading and interpreting plans, sketches, engineering drawings and specifications.
The use of surveying instruments.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
• Employees are vested after ten (10) years of service, regardless of age.
