    THE POSITION

This position is essential for providing administrative and clinical support to direct care staff within this 24-hour Transitional Housing Program that serves the high-risk young adult population.

    DISCOVER THE OPPPORTUNITY TO

    + Provide direct administrative and clinical supervision to professional and paraprofessional staff in a Young Adult Transitional Housing Program;

    + Assist with staff and program development within YAS/THP and develop relationships with community providers to ensure integration of services for young adult clients;

    + Identify barriers and assist with strategies and solutions to improve client care and supports implementation of agency initiatives;

    + Facilitate weekly staff meetings and conducts quarterly reviews and annual performance appraisals; and

    + Participate in risk management and the development of recovery plans to address identified risk factors.

    DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

     

    WCMHN was formed in 1996 in order to coordinate clinical, fiscal and administrative oversight of Region 5 contracted and state-operated mental health services. Their mission is to provide a comprehensive and effective recovery-oriented system of mental health and addiction services that promotes self-sufficiency, dignity, cultural sensitivity and respect.

     

    Within this service system, there are three state-operated Local Mental Health Authorities, which are located in Waterbury, Danbury and Torrington. In partnership with WCMHN, they provide and coordinate local clinical services. Over 200 staff including psychiatrists, nurses, social workers, rehabilitation and mental health workers provide services for persons with a long-term mental illness. Approximately 7,000 clients receive services in a variety of programs, including peer support programs, recovery services, supported employment, homeless services, residential, crisis services, jail diversion, outpatient, case management, Assertive Community Treatment Teams (ACTT) and young adult services.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for providing supervision and direction of a clinical unit.

    EXAMPLES OF DUTIES

    + Schedules, assigns and oversees work of staff;

    + Assists in developing unit goals and objectives;

    + Assists in recruitment, selection, training and development of staff;

    + Conducts performance evaluations;

    + Determines priorities and plans, coordinates and supervises unit activities;

    + Develops relationships with and acts as liaison to other operating units, agencies and outside officials, community representatives and customers;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of professional health care experience in a psychiatric setting.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.

     

    NOTE: For state employees this experience is interpreted at the level of an Advanced Clinical Social Worker for social work discipline, Head Nurse for the nursing discipline, an Advanced Professional Counselor and an Advanced Marital and Family Therapist.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience supervising a multi-disciplinary team with professional and paraprofessional staff

    + Experience providing clinical and administrative supervision

    + Experience ensuring complex clients have integrated services

    + Experience providing written, electronic and verbal communication to a multidisciplinary team

    + Experience overseeing risk management in a fast paced, high energy work environment

    + Experience documenting in a medical record

    SPECIAL REQUIREMENTS

    + Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Nurse in the State of Connecticut. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.

    + Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.

    + Incumbents in this class may be required to be bilingual or fluent in American Sign Language.

    + Incumbents in this class may be required to travel.

    WORKING CONDITIONS

    Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
