    Summary:

    Provide research, analysis, and planning for the effective employment of joint electromagnetic spectrum operations in support to the U.S. Indo-Pacific Command (USINDOPACOM) Information Operations Division. This duty is inherently cross functional starting with cyber, space, and electromagnetic warfare, synchronized through spectrum management and integrated with other major activities to deliver the Joint Force vision for combined, joint all-domain operations. J39 expects that candidates filling this position can rapidly translate creative technical applications to operational and strategic-theater level impact against highly capable and sophisticated threats. Candidates must possess advanced knowledge of JEMSO capabilities, policies, risks, and tactics and the skill to integrate these mission critical capabilities into joint force maneuver.

     

    Candidates must actively think critically and creatively to convince other leaders and staff of JEMSO’s utility and value proposition to intelligence, targeting and fires, maneuver, and requirements planners. Candidates must have the skills and abilities to effectively use intelligence and information to describe electromagnetic opportunities or threats, assess and describe the objective risk, and recommend employment options that maximize utility to the joint force. Primary duties include the development of plans and concepts for Commander decision through a variety of staff processes. Secondary duties are to provide the best advice on capability and authority gaps, and doctrine.

    Essential Responsibilities:

    + Deliver JEMSO annexes to SECDEF-directed plans and campaigns in accordance with joint standards.

    + Deliver executive correspondence that translates strategic guidance with execution-level detail with strategic theater relevance and impact clearly and concisely.

    + Organize and facilitate effective JEMSO and non-kinetic fires working groups that anticipate and deliver tangible inputs to plans (J5), future operations (J35), and joint exercise program (J7) processes.

    Other Responsibilities:

    + Prepare decision and information papers, and presentations, that provide solutions in the context of operational environment for USINDOPACOM senior leader consumption.

    + Provide research and analysis of various EW related national security policies, military strategies, and capability integration that support USINDOPACOM operations and exercises.

    + Utilize experience and knowledge to support JEMSO that will ensure freedom of action and mission assurance in all domains throughout the Indo-Pacific.

    + Provide JEMSO support to USINDOPACOM senior leader(s), staff planner(s), and service components EMSO, ensuring alignment with national security policies and military strategies.

    + Deliver solutions through participation in the joint exercise lifecycle that provide realistic virtual, live or constructive opportunities and requirements that improve readiness and interoperability in joint or multinational operations.

    + Engage with foreign militaries to build capability, capacity, and interoperability.

    + Integrate JEMSO requirements into joint planning cycle and provide research and detailed analysis of EW operations and national security policies, military strategies, intelligence assessments, and capability integration.

    + Analyze and interpret EMS and EMS-related data, capabilities, analysis and planning to inform strategic decision-making and enhance operational effectiveness.

    + Develop and present detailed reports, research, and analysis to senior leadership.

    + Maintain and update the JEMSO database and its applications, ensuring data integrity and availability.

    + Support the development and implementation of innovative approaches for integrating partner nations' capabilities.

    + Coordinate operations with Service Components, research labs, industry, OSD, and Joint Staff.

    Required Qualifications:

    + 3+ years of experience at a Combatant Command or Service Headquarters.

    + Demonstrated detailed knowledge of JEMSO capabilities delivered by the Services, Agencies, and Functional Combatant Commands.

    + A minimum of 10 years of experience at employing electromagnetic warfare, including cyberspace, space, and special technical operations.

    + Excellent written and verbal communication skills for effective conveyance of technical information and interaction with senior stakeholders.

    + Experience in preparing joint correspondence.

    + Experience analyzing operational data.

    + Proficiency in using MS365 applications: Outlook, Excel, Word, PowerPoint, and Teams.

    + Must be able to serve in a cross-functional capacity, including coordinating, integrating, and collaborating with different functional areas to achieve USINDOPACOM strategic objectives.

    + Must be a U.S. Citizen due to the sensitive nature of the position.

    + Must possess a Top-Secret Clearance with Sensitive Compartmented Information (SCI) eligibility.

    Preferred Qualifications:

    + Bachelor’s degree in electrical engineering, computer science, communications engineering, information technologies or a related field with commensurate military experience.

    + 5+ years of experience serving in the USINDOPACOM Area of Responsibilities (AOR), including engagements with foreign militaries

    + 15+ years of experience as an Electronic Warfare Officer (EWO) or Electromagnetic Warfare Specialist.

    + Experience with providing JEMSO planning to JELC and supporting joint and bi-lateral exercises.

    + Master's Degree and/or attendance at Service Command and General Staff College.

    + Graduate of the Joint Electromagnetic Warfare Theater Operations Course and/or Joint Electromagnetic Operations Planner Course.

    + Familiar with USINDOPACOM Theater Campaign Plan (TCP), Deliberate and Crisis Action Plans, and Operations Plans (OPLANS).

    + Familiar with the JEMSO applications and databases (MAVEN, GALE, EMBM etc.).

    + Strong attention to detail and commitment to accuracy.
