    General Description

    This managerial position involves responsibility for the control and distribution of water supplies from storage to consumer, and for the technical aspects of the water distribution system. This employee directs the construction, maintenance, and repair of the City’s municipal water distribution system. The employee receives general supervision from the Manager of Water Distribution and exercises direct supervision over the Assistant Superintendents of Water Distribution. Direct supervision may also be provided for technical personnel and construction personnel in the absence of the Assistant Superintendent of Water Distribution. Related work is performed as required.

     

    Typical Work Activities

     

    + Directs staff in implementing and enforcing the policies and procedures of the Water Distribution Division;

    + Schedules and supervises the construction and repair of water facilities;

    + Confers with and advises administrative personnel on matters concerning water supply, water pressure and water quality;

    + Directs and supervises emergency water grid repairs often providing an on-site presence to provide necessary coordination with other City Bureaus and appropriate governmental agencies;

    + Enforces disciplinary procedures and participates in grievance and arbitration hearings in compliance with union contracts, City procedures and legal requirements;

    + Identifies training needs and either conducts or secures trainers for training topics related to work methods, equipment operation, and safety practices;

    + Supervises the assignment of personnel for specific jobs and programs;

    + Supervises the allocation of material and equipment in close coordination with the Parts and Materials Manager;

    + Writes a variety of reports, memos, summaries and correspondence;

    + Implements and enforces City and Bureau safety policy through regular inspections of construction sites, facilities, and equipment;

    + Provides field supervision for the purpose of project oversight often conferring with contractors, utility representatives, engineers and others doing work which may affect the water distribution system;

    + Confers with administrative personnel about routine personnel issues and other administrative activities;

    + Authorizes activities, overtime, emergency scheduling and special programs to address water system problems and emergencies;

    + Assists the Manager of Water Distribution in the preparation of the division’s annual budget, controlling of expenditures, monitoring of staffing, and review and authorization of contracts and purchases.

    Minimum Qualifications

    High school diploma or G.E.D., plus 1, 2, or 3:

     

    + Bachelor's degree in Mechanical Engineering, Civil Engineering, Hydraulic Engineering, or closely related field, PLUS four (4) years of experience in the operation and maintenance of a municipal water distribution system, AND three (3) years of supervisory experience*; OR

    + Associate's degree in Mechanical Engineering, Civil Engineering, Hydraulic Engineering, or a closely related field, PLUS five (5) years of experience as described in 1. above, AND three (3) years of supervisory experience*; OR

    + Six (6) years of experience as described in 1. above, AND three (3) years of supervisory experience*;

    *Supervisory experience may have been obtained concurrently or separately from the experience in the operation and maintenance of a municipal water distribution system.

     

    NOTE: Public Works/Public Service Administration Intern Program certificate may substitute for one (1) year of supervisory experience.

    SPECIAL REQUIREMENTS:

    + Possession of a valid New York State Class D Motor Vehicle Operator's license at time of appointment and throughout employment

    + Possession of a New York State Backflow Prevention Device Tester License within one year of appointment.

     

    Exam Information

     

    Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.

     

    Water Distribution Systems and Fire Hydrants: These questions test for knowledge of the proper methods, materials, and equipment used in the installation, testing, repair, and operation of waterlines, fire hydrants, and related appurtenances, including trenching and safety practices.

     

    Water Distribution System Planning, Design, and Testing, including Related Elementary Hydraulics: These questions test for knowledge of the proper evaluation of water supply needs, the ability to plan and design water supply systems using basic waterline flow and pumping concepts and computations, and knowledge of the proper procedures to use to test and maintain the quality of the water and the integrity of the water supply system.

     

    Understanding and Interpreting Technical Information and Construction and Site Plans: These questions test for the ability to read, analyze, and perform computations based on written technical presentations and technical drawings related to water and/or sewer line systems. All the information needed to answer the questions will be presented in the written material and/or drawings.

     

    Scheduling Work and Equipment: These questions test for knowledge of work scheduling principles and for the ability to arrange work and equipment assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation and work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.

     

    Administrative Supervision: These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper-level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

    Test Guide:

    + The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.

     

    The Central Library of Rochester and Monroe County MAY have exam-related material, as well as, other branches. (i.e., CSEA Exam Preparation booklets)
