Responsibilities Duties: Directs and coordinates most aspects of the day-to-day operations of two, month-long residential programs serving 15-18 year olds and staff. Oversees work crews assigned to projects and weekend recreational activities throughout Yellowstone. Provides resource-education training to staff and teen enrollees using the Yellowstone YCC Leadership Curriculum. Responsible for the security, safety, and control of enrollees at all times on duty. Mentors and counsels staff and teen enrollees on personal, professional, and community living. Physical Demands: Physical exertion in the outdoors (wet, rough, uneven, rocky surfaces; climbing). Requires average agility and flexibility. A hard hat/helmet as prescribed by regulations. Projects are physical in nature, include backcountry trail maintenance, construction, campground restoration work, fence work, and a variety of research/resource management projects. Mountainous hiking/backpacking (approximately 10 miles a day) with often lifting/carrying equipment weighing more than 50 pounds. Work Environment: Indoor and outdoors work (temperatures/weather extremes). Incumbent must conduct duties in a safe and orderly manner so as not to injure self, enrollees, station personnel, or property. All work projects are completed with enrollee's safety in mind. Outdoor conditions may include temperature extremes from 0 - 100 degrees with low relative humidity. Snow depths may vary from 1-6 feet. Inclement weather may be expected during much of the year. Work is performed at altitudes of 5,500 feet to over 10,000 feet. The work environment is often one of high stress caused by long hours, heavy workloads, short deadline, and caring for minor children who are away from their parents in a multi-week overnight camp environment for the first time. Work is in bear country and other large-mammal habitats. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to childcare background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Government housing available. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You will be required to work on-call, evenings, weekends, holidays, overtime and/or shift work. If selected for a position/location required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-09/15/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Only a maximum of a two page resume will be accepted. SELECTIVE PLACEMENT FACTOR (SPF) - SCREEN-OUT FOR THE GS-0025-07 GRADE LEVEL: In addition to possessing the Qualification Standards, you must meet this SPF. All applicants must have experience with the responsibility and safety of minors while leading or directing residential outdoor youth programs. Must have directed and coordinated daily operations and activities for teenagers ranging from 15 to 18 years of age. (MANDATORY). If you do not meet this selective factor, you will be rated not qualified. You must document in your resume and support how you meet this requirement. - AND - To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Examples of specialized experience include supervising volunteers, interns, and youth work groups and assisting with oversight of seasonal staff. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to at least the GS-5 grade level in federal service. You must include hours per week worked. -OR- EDUCATION: Must possess one full year of graduate study in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, wetlands ecology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts, or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. You must include transcripts. (A copy of your official transcripts will be required before entrance on duty, if selected) -OR- Must have an equivalent combination of experience and education. For example: Six months of specialized experience described above (50% of the experience requirement), plus one-half year (9 semester hours or 14 quarter hours) of directly related graduate level college study in an accredited institution as described in above (50% of the qualifying education), totals 100% to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.
