    Position Description

    Tacoma Power’s Power Management division is seeking a Power/Transmission Contracts and BPA Policy Manager to join our Energy Resource Planning & Evaluation team. This position will lead the Power/Transmission Contracts and BPA Policy subgroup, a two-person team responsible for managing Tacoma Power’s critical power and transmission contracts.

     

    In this role, you will oversee the negotiation, administration, and compliance of Tacoma Power’s purchased power and transmission agreements, including the $120 million Bonneville Power Administration (BPA) power contract that provides Tacoma with 55% of its power supply, the $18 million BPA transmission contract, and multiple other agreements with regional utilities and major retail customers.

     

    You will also represent Tacoma Power’s interests in regional power and transmission forums, ensuring that Tacoma customers are well positioned as the industry continues to evolve. This position plays a key role in aligning Tacoma Power’s power supply and transmission contract strategy with operational, financial, and policy objectives, while safeguarding compliance and regulatory requirements.

     

    The Power Management section is responsible for operating and optimizing Tacoma Power’s resource portfolio, maximizing wholesale market value, and ensuring reliable, cost-effective service to our customers. The Power/Transmission Contracts and BPA Policy Manager will be instrumental in maintaining Tacoma Power’s strong relationships with BPA and regional partners, while also guiding strategic engagement in policy and contract matters.

     

    This position requires a minimum of three days per week on-site at 3628 South 35th Street, Tacoma, WA.

    Responsibilities Include:

    + Manage and lead the Power/Transmission Contracts and BPA Policy subgroup, including supervision, goal setting, staff development, and performance management.

    + Oversee negotiation, administration, and compliance of Tacoma Power’s major contracts, including BPA power and transmission agreements and other wholesale, transmission, and industrial power sales contracts.

    + Lead Tacoma Power’s participation in BPA power and transmission rate cases and other regional processes, including preparing analyses, drafting legal briefs, and providing expert testimony to protect Tacoma Power’s interests.

    + Represent Tacoma Power in regional and national stakeholder forums, advocating for customer interests and developing policy positions on power and transmission issues.

    + Provide expert analysis and recommendations to senior leadership on the risks, benefits, and implications of contracts, policy proposals, and settlement agreements.

    + Assist in compliance with renewable mandates, regulatory requirements, and reporting obligations related to Tacoma Power’s contracts and agreements.

    Qualifications

    Minimum Education*

    + Bachelor's degree in business or public administration, Economics, Finance, Accounting, Engineering, Project Management or directly related field

    Minimum Experience*

    + 6 years of power utility experience directly related to area of assignment, including 1 year of experience as a lead, supervisor or manager.

    *Equivalency: 1 year of experience = 1 year of education

     

    Knowledge & Skills

    Desired qualifications:

    + Experience working with the Bonneville Power Administration on power or transmission contract matters.

    + Experience with utility rate-making.

    + Experience with regional transmission issues.
