Summary You will serve as the Quality Assurance Manager (QAM) and SUBSAFE Point of Contact, for Code 34 Electromagnetic Systems Department of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to the GS-11/12. The NT-5 pay band encompasses positions equivalent to the GS-13/14. Responsibilities You will lead the team of quality assurance representatives and perform the role of Code 34 QAM in accordance with NUWCDIVNPTINST 4855.7E. You will plan, develop, and administer Quality Assurance programs supporting the development, acquisition, production, use, maintenance, storage, and supply of products required by Code 34. You will be assigned responsibility and accountability for the planning, oversight and execution of Code 34 Quality Management System (QMS) assuring the quality of Code 34 systems and products. You will be the department Point of Contact for the Naval Special Emphasis programs Submarine Safety (SUBSAFE) and Level I and perform the responsibilities defined in NUWCDIVNPT SUBSAFE / DSS-SOC Requirements Manual 4855.7/QP-01. You will be monitoring operations to verify adherence to quality plans and requirements. You will conduct analysis and root cause investigation of adverse quality trends or conditions and initiation of corrective/preventative action(s) and their long-term effectiveness. You will lead collaboration efforts with production, engineering, and other technical and administrative activities in developing plans and procedures for assuring quality and reliability of products. You will monitor the quality of materials and supplies required to support production activities. You will conduct audits of products and processes for conformance to specifications and to detect processing and technical documentation deficiencies and recommending corrective action. You will verify product quality using sampling inspection or, when appropriate to the characteristics involved or pertinent quality history, more intensive product inspection techniques. Requirements Conditions of Employment Qualifications For the NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector Managing, developing, or monitoring quality assurance programs and investigations, to ensure rigorous adherence to qualifications analysis requirements and the overall quality/safety of submarine electromagnetic systems and products, for reliable submarine fleet deployment readiness and mission success. For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector Implementing or maintaining comprehensive Quality Assurance program to ensure the quality and safety of submarine electromagnetic systems and products throughout their lifecycle, for reliable and effective submarine fleet operations. Education The following education may be substituted for specialized experience at the NT-04: A Ph.D. or equivalent doctoral degree. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR An LL.M. degree that is related to the position being filled. OR A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. Additional Information The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $155,164). This position is covered by the Department of Defense Priority Placement Program.
