    Job Summary

    The University of Utah Division of Infectious Diseases is seeking a full time Program Manager for our Ryan White Program. The University of Utah Ryan White Program provides vital medical care, social service assistance, and advocacy

     

    for people and communities living with HIV / AIDS in Utah and across the Mountain West. To achieve internal and external programmatic goals, the Program Manager is a highly responsible and administrative position involved in directing the activities of the Ryan

     

    White B, C, & D Programs and ensuring quality and compliance across these and the Ryan White B programs. The Program Manager also plans, coordinates, and manages many aspects of the Health Resources and Services Administration ( HRSA ) grants that fund each

     

    program. Some of the key responsibilities of the Program Manager include: managing day-to-day programmatic operations, budget development & monitoring, data entry & reporting, coordinating & leading quality improvement initiatives, and participating in state

     

    and national program meetings. Effective communication and collaboration are critical for the Program Manager to manage complex programmatic issues that arise.

     

    The Program Manager will work closely with the Program Director to identify and develop new opportunities that enhance HIV / AIDS services. The Program Manager must also be self-motivated with a strong sense of organization to prioritize

     

    daily work and able to work under minimal supervision. Applicants should be versed in ACA guidelines and recent healthcare policy changes.

    Responsibilities

    1. Ensures the University of Utah Ryan White Program’s (i.e. Ryan White B, C, and D) compliance with all regulatory bodies including state and federal entities

    2. Oversees Ryan White Program administration and day-to-day operations – developing and implementing policies and procedures to advance the program

    3. Leads, coordinates, and monitors quality improvement and fiscal management initiatives to enhance program efficiency and effectiveness in coordination with the Quality Assurance Manager

    4. Forecasts and monitors expenditures related to patient care for the Ryan White Patients. Negotiates terms of contracts and/or service agreements with healthcare services

    5. Continuously evaluates the needs of patients according to data and trends and recommends programmatic improvement based on this information

    6. Stays fully informed of pertinent laws, regulations, and policies regarding HIV / AIDS patient care as well as professional principles and practices in the fields of healthcare and health policy to make recommendations for

     

    program improvement and compliance

     

    7. Provides oversight of TRAX data entry, data quality, and data reporting

    8. Assists in maintaining data in spreadsheets to document patient enrollment progress in Ryan White, insurance, and re-certification in a detail-oriented manor

    9. Prepares and assists in preparing grant proposals, providing leadership for the team, audit reports, and other HRSA -required documents by organizing, collecting, and reporting necessary data as well as crafting project

     

    and/or initiative narratives

     

    10. Serves as a program representative in addressing issues and questions related to the programs, which may include representing the University of Utah Ryan White Program on various committees

    11. Participates in and prepares for monthly calls with HRSA Project Officer

    12. Participates in and prepares for monthly and quarterly meetings with the Utah Department of Health’s Ryan White B Program

    13. Supervises subordinate staff14. Works with Clients and the billing office to resolve misdirected billing.

    Minimum Qualifications

    Bachelor’s degree in a related field plus two years of related experience or equivalency (one year of education can be substituted for two years of related work experience). Demonstrated human relations and effective communication skills also required.
