Position Description
This position will actively monitor the Civil Rights Department’s compliance with settlement agreements, court orders, local, state and federal laws, its own internal operating procedures and best practices. This includes compliance with the City’s settlement agreement with the Minnesota Department of Human Rights and the consent decree.
The City of Minneapolis does not sponsor applicants for work visas.
Job Duties and Responsibilities
+ Oversee Settlement Agreement and Consent Decree Provision compliance.
+ Conduct compliance reviews of divisions within the Civil Rights Department including the Office of Police Conduct Review, Complaint Investigations, Contract Compliance and Labor Standards.
+ Analyze results of compliance reviews, identifying risks and making recommendations for improvement to the Director of Civil Rights.
+ Research, analyze and implement when appropriate best practices for investigative and compliance work as relevant to the Department.
+ Assist in the development, review, and implementation of policies and procedures for work across the Department, ensuring compliance with local, state and federal laws, regulations, and best practices.
+ Prepare frequent status reports and presentations on the Department’s compliance with settlement agreements, court orders, local, state and federal laws, its own internal operating procedures and best practices to elected officials and community stakeholders.
+ Create and provide training and professional development opportunities for staff related to compliance with local, state and federal laws, regulations, and best practices.
+ Represent the Civil Rights Department in communications with various stakeholders.
+ Coordinate with external and internal stakeholders.
+ Provide analysis and advice on strategies and courses of actions to meet the objectives of the Department.
+ Coordinate compliance-based projects and oversee staff working on those projects.
Required Qualifications
Minimum Education:
Master's degree in law, public administration, business administration or related field.
Minimum Experience:
At least six years of experience in compliance, accountability and oversight, performance auditing.
Preferred: Supervisory and public sector experience.
Equivalency:
An equivalent combination of education and highly related experience in a similar environment may be considered.
Licenses/Certificates:
One of the following preferred: Juris Doctorate degree, Certified Professional Compliance Officer, or Certified Internal Auditor.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a thorough Police Department background check / investigation, criminal background check, and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Note: this process could take up to 3 months to process.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities
+ Knowledge of the Minnesota Department of Human Rights settlement agreement and relevant ordinances, policies and procedures.
+ Understanding of best practices for police reform
+ Knowledge of labor law.
+ Knowledge of affirmation action, disparity studies, compliance monitoring, good faith efforts evaluation, prevailing wage laws, and targeted business certification requirements.
+ Knowledge of civil rights law, generally, as well as administrative law and procedure.
+ General knowledge of the legal implications of compliance and must be able to understand current and proposed legislation.
+ Successful experience in enforcing regulations; must have explicit knowledge to be able to recommend effective compliance processes.
+ General knowledge of the legal risks of non-compliance.
+ Extensive knowledge of laws, regulations, policies, procedures, and practices of local government administration. This includes adapting prescribed procedures to a new situation.
