Job Description
The Human Resources Director, serving as the Campus Human Resources Officer (CHRO), provides strategic leadership and direction for the university’s human resources operations to support the institution’s mission, goals, and objectives. The CHRO leads and coaches a team responsible for a full range of HR functions, including recruitment and selection, workforce planning, employee and labor relations, performance management, compensation and benefits administration, training and development, succession planning, workers’ compensation/safety, and payroll. As a member of the People and Culture leadership team, the CHRO plays a key role in policy development, interpretation, implementation, and compliance, and serves as the primary consultant on labor relations matters, overseeing administration of multiple labor agreements and representing the university with external agencies such as the System Office, Minnesota Management & Budget, the Attorney General’s Office, EEOC, and MDHR.
The CHRO champions diversity, equity, inclusion, and affirmative action in all HR practices, fostering a welcoming and collaborative culture that emphasizes client service, accountability, equity, and belonging. In this role, the CHRO works to position the university as an engaging and supportive workplace, overseeing policies and initiatives that develop, value, and retain employees while also serving as the Title IX deputy for staff. Additionally, the Director manages fiscal and human resources within the HR division and influences resource allocation across the department, ensuring strategic and efficient use of university resources to advance institutional priorities.
Salary Range:
$101,164.00- $145,074.00 (Based on experience & qualifications)
Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position:
At least five years of managerial, advanced supervisory, or leadership level experience in HR management that includes leading and mentoring professional HR staff, building a strong HR team environment, and demonstrated experience in the following:
+ Creating and implementing a vision for human resources that supports the university’s mission and values, including developing a diverse, equitable, and inclusive workforce.
+ Employment and labor laws (ADA, EEO/AA, FLSA, FMLA) as applied to human resources operations and the ability to apply legal knowledge to day-to-day employer operations.
+ Labor relations including managing management/union relations and implementing discipline and discharge processes.
+ Managing human resources programs, such as employee and labor relations, compliance, culture, employee development, training, and recognition.
+ Implementing change management and building organizational culture.
+ Knowledge of principles of continuous improvement, customer service, and quality management.
+ Demonstrated ability to work successfully with persons of diverse backgrounds and commitment to increasing and maintaining diversity in staffing and operations to reflect the makeup of the university’s student population.
+ Communications skills sufficient to prepare effective documents; develop and conduct presentations or training; draft reports, policies, letters, and memoranda for a variety of audiences; and facilitate and lead meetings or other similar forums.
Preferred Qualification
+ Bachelor’s degree or higher in Human Resources Management, Business Administration, or related field.
+ Professional HR certification (SPHR/SHRM-SCP)
+ Experience in public sector human resource management
+ Solid employee relations/labor relations experience, including negotiating and managing collective bargaining agreements and maintaining sound business relationships with union representatives
+ Demonstrated experience ensuring organizational compliance with the Americans with Disabilities Act (ADA) and related federal and state disability laws. Demonstrated ability to foster participation of others and to work effectively and collaboratively with administrators, faculty, staff, students, and other constituents of the university
+ Experience in strategic planning, project management, and change management
