    Join our team as a limited service Idaho Sound Beginnings Program Manager!

     

    Are you passionate about early childhood development and supporting families? We’re seeking a dedicated and collaborative Program Manager to lead Idaho Sound Beginnings (ISB)—Idaho’s Early Hearing Detection and Intervention (EHDI) program.

     

    ISB plays a vital role in ensuring that infants in Idaho receive timely hearing screenings and follow-up care. The program supports families of newborns who either missed their initial screening or did not pass it, providing critical connections to early intervention services.

     

    Currently housed within the Idaho Department of Health and Welfare, ISB is in the process of transitioning to the Idaho Educational Services for the Deaf and the Blind (ISEDB). The new Program Manager will guide and support this transition, continuing with ISB as it becomes part of IESDB with the potential for long-term full-time employment.

     

    This position will coordinate, manage, operate, and direct the Idaho Sound Beginnings State Program that operates under the Early Hearing Detection and Intervention (EHDI) Program. The coordinator will serve as the program liaison to ensure the provision of an effective, sustainable, and integrated Idaho EHDI system, and to ensure all Idaho newborns with hearing loss are identified early and provided with timely and appropriate follow-up utilizing JCIH guidelines, benchmarks, and best practices.

     

    This is a statewide position and will report to their nearest DHW location.

     

    This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

     

    This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

    EXAMPLE OF DUTIES:

    + Develops and submits grant applications, reporting and other related documents.

    + Develops and administers program grant activities, contract, and budget management.

    + Oversees and assures implementation of all activities included in the Health Resources and Services Administration (HRSA) and Centers for Disease Control and Prevention (CDC) grants.

    + Ensures program policies, procedures, and standards are developed, implemented, and maintained.

    + Maintains and enhances EHDI tracking and surveillance system capable of supporting program goals.

    + Supports state providers of EHDI services through consultation, coordination, training, technical support, and various outreach activities.

    + Researches, identifies, and evaluates available state and national resources (including funding/grant opportunities and other national supports) as well as opportunities for collaboration and integration with community members and stakeholders.

    + Evaluates the integrity and effectiveness of the statewide EHDI system through comparative data analysis and evaluation of and consultation with individual program managers statewide, including birth-hospitals, midwives, audiologists, early interventionists, and other participating providers.

    + Develops and implements marketing strategies to increase public awareness of infant hearing loss, including evaluating information received from other stakeholders and providers, as well as evaluating available program and state date to gain knowledge of intended audience.

    + Convenes, facilitates, and coordinates the Idaho Sound Beginnings Advisory Committee.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.     + Some knowledge of management practices. Typically gained through completion of a college-level course or 20 hours of management training that included all the essential elements of management (Planning, Organizing, Leading, Controlling); OR three months of experience performing all management elements.

    + Some knowledge of program or project planning and implementation . Typically gained through at least one year experience on a committee or with a group that involved program planning and implementation.

    + Experience developing and evaluating policies and procedures . Typically gained through six months experience writing or assisting in reviewing/auditing and developing policies, procedures, field memorandums, directives or post orders.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Experience working with the deaf and hard of hearing community or supporting language acquisition outcomes for deaf and hard of hearing children. Typically gained through professional or lived experience, formal education, or work in programs serving deaf and hard of hearing populations.
