Job Title: Property Manager
Job Description
The Property Manager is responsible for overseeing the operations of a HUD-assisted low-income housing community. This role involves ensuring compliance with HUD and Fair Housing regulations, managing finances, fostering resident relations, and maintaining daily property operations. The Property Manager will ensure the property is managed in accordance with all applicable federal, state, and local laws while creating a safe and supportive community for residents.
Responsibilities
+ Ensure full compliance with HUD, LIHTC, Fair Housing, and all governing regulations.
+ Complete annual and interim certifications, income verifications, and rent calculations.
+ Maintain accurate resident files and records for HUD audits.
+ Prepare for and manage HUD inspections, MOR, and REAC reviews.
+ Prepare and manage the property’s annual budget.
+ Collect rent, enforce collection policies, and monitor accounts receivable.
+ Approve invoices and monitor property expenses.
+ Provide monthly financial reporting to management.
+ Oversee daily property operations including leasing, maintenance, and safety.
+ Ensure work orders and maintenance requests are completed promptly.
+ Conduct regular property inspections and coordinate repairs and improvements.
+ Manage vendor contracts and performance.
+ Provide excellent customer service and maintain positive resident relationships.
+ Address complaints and resolve resident issues in compliance with HUD guidelines.
+ Plan and support resident engagement programs and community-building activities.
+ Enforce lease terms, occupancy rules, and community policies.
+ Recruit, train, and supervise on-site staff including leasing and maintenance personnel.
+ Conduct performance evaluations and support professional growth.
+ Promote a culture of accountability, teamwork, and resident focus.
Essential Skills
+ Real Estate License required.
+ 5+ years experience in property management in affordable housing.
+ Knowledge of HUD housing programs.
+ Familiarity with Fair Housing laws and compliance requirements.
+ Excellent financial management skills (budgeting, collections, expense control).
+ Proficiency in property management software.
+ Excellent communication, organizational, and leadership skills.
+ High School diploma required; Bachelor’s degree preferred.
Additional Skills & Qualifications
+ Certification as a COS (Certified Occupancy Specialist), HCCP, or similar preferred.
Work Environment
The work environment is casual but professional. The role involves overseeing a recently acquired 200+ unit facility under HUD, which is the first low-income housing project for the company. This position offers the opportunity to lead the project and explore other property types for a diverse range of experiences.
Job Type & Location
This is a Permanent position based out of Harrisburg, Pennsylvania.
Pay and Benefits
The pay range for this position is $75000.00 - $85000.00/yr.
