    This vacancy is located inBaton Rouge within theLouisiana State Police, Crisis Response – Region 1 inEast Baton Rouge Parish.

     

    We are looking for a Communications Officer Supervisor to join our Communications Unit – a leader who guides, motivates, and manages a team to support our mission. A Communications Officer Supervisor plays a key role in training Communications Officers 1-3s and ensuring efficient coordination and response to calls for service in a high-pressure environment.

     

    The incumbent will work under the direct command of a Communications Officer Administrator and will receive direct supervision from a Region Communications Officer Manager. The Communications Officer Supervisor position requires advanced knowledge of technical and operational functions to supervise and direct communication operations and personnel within the Communications Section.

    Minimum Qualifications

    Two years of the required experience for the following minimum qualifications must have been on-the-job experience in transmitting and receiving messages by radio:

    Three years of experience in transmitting and receiving messages by radio or in administrative services; OR

     

    One year of training in a business or clerical-related curriculum in a business school or technical institute plus two years of experience in transmitting and receiving messages by radio or in administrative services; OR

     

    Thirty semester hours of college training plus two years of experience in transmitting and receiving messages by radio or in administrative services.

    NECESSARY SPECIAL REQUIREMENTS:

    All persons appointed to this job will be required by the National Crime Information Center (NCIC) and Louisiana State Police Terminal Operator Certification Program Guidelines to meet the terminal operator certification/re-certification requirement within six months of employment.

     

    An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.

    Job Duties and Other Information

    Job Duties:

    Maintain all standards set by the Louisiana State Police (LSP) and DPS: Supervise, coordinate, and control activities of Communication personnel during assigned shift; Assign, train, supervise, and evaluate communication officers and their work;

     

    • Make recommendations on staff employment, promotion, retention, demotion and other personnel actions;

    • Operate a workstation comprised of multiple computer systems, Computer-Aided Dispatch (CAD) software and Geographical Information Systems (GIS), state and federal clearinghouses, call handling, as well as communications systems; such as: radio dispatch consoles and recording systems;

    • Monitor and document the location and status of field personnel by radio and CAD on a regular basis and dispatch additional law enforcement personnel to assist with handling certain situations, as needed;

    • Monitor and coordinate the usage of a statewide radio system;

    • Operate and ensure maintenance to an 8-channel radio system voice recorder;

    •Train and evaluate new employees;

    •Counsel employees and implement corrective actions;

    •Complete employee performance evaluations; Screen initial calls for service and ascertain incident information; Analyze, prioritize, determine and initiate responses for Calls for Service (CFS) that require immediate attention;

    • Demonstrate clear and effective communications with active listening, call control, judgment, respect and empathy for callers expressing varying degrees of emotion;

    • Manage challenging callers using appropriate handling of distressed, autistic, hearing-impaired, elderly, angry, and foreign-language-speaking callers;

    • Utilize language interpretation services;

    • Interpret the caller's location by using geographic knowledge, tools, and location tracking capabilities, when available; Identify and mitigate caller safety; Interpret and understand local and regional geography to quickly and accurately identify the location of the emergency.

    • Maintain communications during life-threatening emergencies, providing safety instructions and maintaining control of the conversation until field sections arrive on scene;

    • Provide pre-arrival instructions for responding law enforcement and emergency personnel;

    • Make confidential inquiries into highly sensitive computerized files and maintain the integrity of the radio system record database;

    • Conduct health and safety status checks of responders and use other available technology to ensure on-scene responders safety;

    • Perform all duties and responsibilities of Communication Officers 1, 2, and 3 when necessary; and •Perform and complete the daily activities and responsibilities of a Communications Officer when necessary.

    • Review and validate the entry, modification, and deletion of computerized records for wanted felons and stolen property into NLETS and LLETS and ensure the proper paperwork is filled out prior to these transactions being completed.

    • Respond after being subpoenaed to represent DPS - OSP as a witness of authenticity of the Communications Section computerized radio logs, audio recordings, and any other legal action required.
