TheResearch Data Development and Analysis unit is seeking to hire up to three (3) full-time GIS Specialists to work as short-term temporary employees for up to ninety calendar days (not benefits eligible). These positions are a part of a larger team project based out of our St. Paul office.
The Research unit manages large regional policy initiatives undertaken by the Council and collects and disseminates data and analysis about demographics, development patterns, climate change, equity, parks visitation, and the regional economy.

How your work would contribute to our organization and the Twin Cities region:
The Council routinely conducts an inventory of the generalized land uses throughout the seven-county region using aerial photography, county assessor information, and other key data. Starting in late 2025, the Metropolitan Council will update their 2020 generalized land use layer with 2025 aerial photography.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin. This posting will create a six-month eligibility list for current and future openings.
What you would do in this job
+ Update the 2020 generalized land use layer to 2025
+ Utilize 2025 digital orthophotography within ArcPro 3.4 to determine changes in land use since 2020
+ Digitize from orthophotos and interpret land use categories from information in other GIS data sets
+ Other GIS-related duties
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of education (in GIS, Geography, Surveying and Geomatics Engineering Technology, or a closely related field), and GIS experience:
+ Bachelor's degree and 1 year of experience
+ Associate's degree and 3 years of experience
+ High school diploma/GED and 5 years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
+ ESRI ArcPro 2.4 or higher
+ Experience with aerial photo interpretation
+ Extensive knowledge of communities and geography of the Twin Cities Metro area
+ Experience working with coworkers from diverse personal and professional backgrounds
What Knowledge, Skills and Abilities you should have:
+ Skills using ESRI ArcPro 2.4 or higher
+ Demonstrated interest in GIS and geography
+ Understanding of geographic principles
+ Knowledge of the Twin Cities metro region of Minneapolis and Saint Paul
+ Experience viewing and interpreting aerial imagery
+ Strong attention to detail and a commitment to accuracy
+ A general knowledge of common desktop computer applications
+ The ability to conduct repetitive computer tasks for extended periods of time
+ Good communications skills
+ Ability to carry out assigned tasks with general supervision
+ Ability to work with tact, courtesy, cooperation and collaboratively with others where the primary purpose is the exchange of information
