    Summary The incumbent serves as the Aviation Program Manager overseeing the management of Aviation Programs as required by Department of Energy Order (O) 440.2. In addition, the incumbent will serve as Program Manager for Nuclear Incident Response, the Aerial Measuring System, Counterterrorism and Counterproliferation, and the Radiological Assistance Program. In addition, the incumbent serves as the Program Manager for the Search Response Team, the Radiological Assistance Team. Responsibilities As a Program Manager you will: Builds and maintains professional relationships and communicates with NNSA Headquarters (HQ) and NFO leadership, national laboratories, other federal agencies, and contractor program and project offices. As the recognized expert, the incumbent provides work scope expertise, accountable for ensuring oversight of the defined work scope, cost, schedule, and for monitoring contractor performance as well as oversight of planning, executing, and reporting on all activities within assigned scope. Serves as a mentor to other Program Liaisons and other field office staff. Responsible for the validation of progress of assigned programs/projects in accordance with scope, cost, and schedule baselines, while ensuring compliance with Integrated Safety Management (ISM) principles. Oversees the health, safety, and environmental soundness of programs to ensure that these activities are carried out in compliance with federal, state, and local regulations, laws, and standards. This is accomplished through coordination and performance of walkthroughs, assessments, validations, and surveillances. Provides input into the Performance Evaluation Planning and Performance Evaluation Reporting processes. Communicates complex technical information in order that lay persons can interpret and utilize this information using expert tact and diplomacy in advancing ideas and concepts that may have a bearing on assigned programmatic areas. Maintains an understanding of programmatic and operational requirements, need to communicate clearly, both verbally and in writing, and be able to critically review technical projects. Condenses large amounts of technical data to communicate what has significance to management. Provides oversight of projects and is experienced in program/project management and project control, including knowledge of and experience in life cycle project management, project planning, work breakdown structure development and use, project implementation, task plan development and negotiation, financial and baseline change control, scope development, project performance evaluations, field evaluations, contractor performance evaluation, health and safety considerations, environmental laws, regulations, and compliance, and teamwork, as it applies to successful implementation of projects. Provides input to program and project management plans and oversees programmatic goals and objectives to ensure they are included in project planning and that work is executed within the approved schedule, budget, and change control processes. The incumbent ensures scope between contractor organizations is clearly defined and properly executed. When engaging with leadership at headquarters, the state, and contractor management, exercises discretion and independent judgement with respect to matters of project/program significance. Coordinates funding requirements and financial activities between NFO, the contractor, Strategic Partnership Project entities, and the national weapons laboratories and ensures that federal authorizations and approval are acquired. Oversees feasibility studies to analyze, evaluate, and determine practicability and adaptability of proposed solutions; subsequently determines and evaluates efficiency of adopted improvements to ensure satisfactory progress and fulfillment of requirements. Evaluates the adequacy of the contractor aviation management program by performing the roles and responsibilities of the Aviation Manager set forth in DOE O 440.2C. Specialized experience for this position is defined as experience providing project oversight related to environmental laws and regulations; as well as coordinating financial activities related to national weapons laboratories and aviation management programs. Examples of Specialized Experience that may be qualifying: 1. Experience in aviation operations including aircraft operations, maintenance practices, piloting, and FAA regulations. 2. Experience in oversight of a contractor performing aviation related functions. 3. Experience interpreting, implementing and overseeing compliance with laws and regulations.
