This position is located at Central Office in St. Paul and may have the flexibility to work a hybrid schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

As a Needs Specialist, you will provide support to the State Aid Needs Section Supervisor and the MSAS and CSAH Needs Team Leads in maintaining and updating the Municipal State Aid Street and County State Aid Highway needs for the purpose of determining the annual apportionment for the municipalities and counties according to the Minnesota State Statutes, State Aid Operational Rules, and Municipal and County Screening Board Resolutions. This position will also spend a portion of time assisting the Project Delivery Engineer and Plans Engineer with; the Project Tracking database assigning project numbers and checking in SA plans and other duties as assigned.

Occasional travel is required.

Minimum Qualifications

Two years of professional experience in the areas noted below:

**** NOTE:** A bachelor’s or master’s degree in business administration, Construction Management, Finance, or Accounting substitutes for one year of professional experience.

+ Experience with analyzing and summarizing data.

+ Experience using Adobe Acrobat and MS Office applications including Excel, Access, and Word sufficient to compile, analyze, organize, present data, and create reports, as well as learning new computer programs

+ Ability to communicate both orally and in writing sufficient to professionally convey information to local agencies and the public.

+ Valid Class D driver’s license

Preferred Qualifications

+ Knowledge of the State Aid System.

+ Knowledge of MS Statutes 161 and 162, and Minnesota Rules 8810 and 8820 that govern the fundingdistribution process and the MSAS and CSAH systems.

+ Ability to work with bid abstracts and understanding specification items, including basic understanding ofconstruction data for compiling unit cost data (for bituminous, aggregate base, sidewalk, etc.)

+ Knowledge and basic understanding of how construction plans are developed.
