Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Drinking Water Compliance Supervisor – Analyst 4 for the Idaho Falls Regional Office.

Salary Range: $37.00 - $40.00

Responsibilities:

• Provide regulatory oversight to public drinking water systems in the Idaho Falls region:

- Review monitoring results to determine compliance with Idaho drinking water rules.

- Perform sanitary survey inspections and analyze the findings.

- Maintain the Safe Drinking Water Information System.

- Handle drinking water contamination issues.

- Provide public assistance to drinking water systems, operators, and the general public.

- Interpret drinking water rules and regulations.

- Manage enforcement cases.

• Perform supervisory functions for the drinking water program in the Idaho Falls Regional Office:

- Interview and select candidates for vacant positions.

- Document performance and complete performance evaluations.

- Assign job duties and tasks.

- Address issues of unsatisfactory performance.

- Assist with rule interpretation.

- Train and mentor drinking water staff.

- Approve timesheets and vacations.

- Develop new rules, guidance, and procedures with the state drinking water program.

Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college.

AND

At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.

OR

Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.

Desired Specialty Minimum Qualification

DEQ 3094 Inspections Drinking Water

Good knowledge of scientific principles and processes that has been gained through possession of a college degree in the biological sciences, chemistry, geology, environmental science, chemical or environmental engineering, or a closely related field; AND two (2) years of full-time work experience conducting drinking water sanitary surveys, including determining public drinking water systems compliance with permits, and rules and statutes as a major function of my job.

OR possession of an unrelated degree or a combination of education and experience equivalent to a four-year undergraduate degree AND four (4) years of full-time experience as described above.

Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

DEQ 3130 Safe Drinking Water Act

Comprehensive knowledge of the Safe Drinking Water Act and corresponding state rules for public drinking water regulations. Typically gained by two (2) years of full-time work experience interpreting, enforcing, or ensuring compliance with all aspects of the regulatory requirements of the Safe Drinking Water Act and state drinking water rules, including National Primary Drinking Water Standards and contaminant MCL's, treatment techniques, monitoring requirements for public drinking water systems, operator licensing requirements and facility operations, with some knowledge of engineering facility standards.

DEQ 5217A Supervision

Good knowledge of supervision practices. Typically gained by successfully completing courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling); OR, at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.

• Ability to sit and work on a computer for 2-4 hours at a time.

• Ability to bend and reach for filing purposes.

• Some periods of heavy reading and typing are required.

• Ability to lift 30 pounds when working with file boxes.

• Some travel may be required.

• Must have a valid driver’s license.

• Ability to climb ladders, staircases, work on uneven terrain.

• Ability to lift and carry up to 30 pounds over rough terrain.

• Ability to lift and carry up to 50 pounds over rough terrain.

• Ability to work in adverse or inclement weather.

• Ability to work in extreme hot or cold temperatures both outside and inside.

• Ability to work on elevated instrument platforms, ladders, etc.

• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

• Occasional travel required.

• May work in the vicinity of loud noise.
