    Description

    Robert Half is seeking a Policy Development Consultant to lead a comprehensive initiative to modernize, standardize, and digitize our organizational policies. This temporary role will support the development of a U.S.-based employee handbook and ensure alignment across departments and global offices.

     

    We’re looking for a high-performing Paralegal, Documentarian, or Librarian with strong project management skills and a passion for clarity, compliance, and organizational excellence.

     

    Job Title: Policy Development Consultant (Temporary)

     

    Duration: 6–9 months

     

    Pay: $30+/hour

     

    Start Date: ASAP

    Key Responsibilities

    Policy Inventory & Stakeholder Engagement

     

    + Conduct a full inventory of existing policies across all departments.

    + Establish relationships with policy owners and stakeholders.

    + Create a digital catalog of policies with metadata and version control.

    + Assess which policies are outdated, current, or no longer relevant.

    + Categorize policies by legal requirement vs. management discretion.

    + Present findings to the Risk Management Task Force (RMTF) for endorsement.

     

    Policy Standardization & Compliance

     

    + Develop naming conventions and review timelines for all policies.

    + Design a standardized policy template for consistency.

    + Define preferred terminology (e.g., “supervisor” vs. “manager”).

    + Prioritize policies for revision, fast-tracking, or retirement.

    + Ensure legal compliance with federal, state, and local regulations (e.g., Crown Act).

    + Identify policies requiring employee attestation and establish tracking in PowerDMS.

     

    Policy Publishing & Staff Education

     

    + Prepare finalized policies for upload into PowerDMS and/or the Stoop.

    + Confirm policy owners and contact points for each document.

    + Collaborate with Internal Communications on rollout strategy.

    + Host office hours and develop educational materials for staff.

    + Create a presentation deck for RMTF members to share at the December all-staff meeting.

    + Design an annual policy awareness event to promote engagement and understanding.

     

    Global Policy Expansion

     

    + Partner with international offices to replicate the policy development process.

    + Adapt U.S.-based frameworks to meet local compliance and cultural needs.

    + Support global alignment and consistency in policy documentation and access.

    Requirements

    Qualifications

    Required:

    + Background as a Paralegal, Documentarian, or Librarian.

    + Bachelor’s degree in HR, Public Administration, Business, Law, or related field.

    + 7+ years of experience in policy development or HR compliance.

    + Strong understanding of U.S. employment law and regulatory frameworks.

    + Exceptional writing, editing, and document design skills.

    + Experience with digital document management systems (e.g., PowerDMS, SharePoint).

    + Proven ability to manage complex, cross-functional projects.
