Job Description
***Pending contract award***The Program Manager plays an integral role on the Corporate Management Team providing operational support to the Executive Management Team. The Program Manager (PM) shall be overall responsible for the performance of the work. The PM shall be available during normal duty hour/duty day except federal holidays or when the government facility is closed per installation commander. If an alternate PM is designated by the Contractor to serve as the PM when the PM is absent, the name of this person shall be designated in writing to the COR office. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. Duties and Responsibilities* Serves as primary company point of contact for TRAX International on the BTSS contract * Management of program activities including ultimate responsibility for all operations, personnel, budgetary, and contract administration functions * Assess projected workloads, compare to available resources in terms of capacity and available skills, and confer with TRAX and subcontract partners on issues and needs to supplement resources * Establishes performance standards for contract managers and leaders; establishes minimum acceptable qualifications of engineering professionals and Subject Matter Experts * Prepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual compliance * Ensures contract deliverables and requirements are completed in accordance with Government and contract policies * Provides strategic oversight of major system development and instrumentation modernization efforts * Serves as primary point of contact for internal and external audit agencies * Serves as primary point of contact for resolution of non-routine personnel issues * Meets regularly with primary Government contracts, KO, and CORs * Manages relationships with vendors and subcontract teaming partners * Represents TRAX International as senior management with local and state organizations such as economic development and academic councils * Provides leadership and support for the organization’s ongoing operations and procedures * Provides options and enhancements to maintain the efficiency of the business * Secures the functionality of the business to drive extensive and sustainable growth * Maintains in-depth relations with all members of the management team * Performs any other duties necessary to ensure the successful performance of the contract * Other duties as assigned
Qualifications
Required Skills and Qualifications * Minimum of a bachelor’s degree * Ten (10) years’ experience with military systems* Five (5) years’ experience in operational test and evaluation * Must hold a Top-Secret security clearance * Managing a technical workforce in government contracting and/or test environment * Must be experienced in the development and management of work breakdown structures and earned value management measurements * Must have demonstrated ability in monitoring, reporting, and presenting overall project cost, schedule, and performance to the customer * Excellent interpersonal and communication skills with documented supervisory experience * Well-organized, results-oriented, energetic, team player with proven decision-making ability * Highly developed analytical, critical thinking and problem-solving skills * Skills and knowledge of Microsoft Office products and SharePoint * Must be able to support occasional travel (25% or less) as required CONUS/OCONUSPreferred Skills and Qualifications * Experience in the testing and/or development of DoD systems is highly desirable* Advanced professional certifications are desired such as Project Management Professional (PMP),Lean Six Sigma Black Belt, or Certified Scrum Master (CSM) preferredPhysical Demands and Working Conditions* The work of this position is performed in an environmentally controlled office environment* Must be capable of sitting and entering data on a computer keyboard for extended periods of time* Must be able to view computer monitor for extended periods of time* Must be able to lift 25 pounds unassisted* Reasonable accommodation can be made to enable people with disabilities to perform the duties and responsibilities Terms of Employment and Eligibility Requirements* Must be a U.S. Citizen* Must possess a high school diploma or equivalent* Must possess a valid driver's license, without special restrictions* Must pass a pre-employment drug screening and physical and periodic retests* Must be able to successfully complete a background check* Must possess or be able to to obtain a Top-Secret security clearance prior to employment and maintain security clearance for the duration of employmentThe lists above are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required of personnel in this position.
