    Position Description

    The Court Bond Compliance Officer - Administrative Services Officer 3 is a non-civil service position whom is responsible for monitoring and enforcing strict adherence to all imposed bond conditions and/or mandates set by the General Sessions Court Judge. This includes compliance with GPS and electronic monitoring, drug testing, stay-away and no contact provisions, and all other judicial directives. Supervises adult, high-risk interpersonal violence offenders released on bond conditions and placed on GPS, electronic monitoring, or other tracking devices, under the jurisdiction of the General Sessions Court.

    Typical Duties

    + Prepares and completes intake and Case Management in compliance with the most current General Sessions Court Probation Department’s Policy Manual.

    + Monitors compliance for high-risk interpersonal violence offenders placed on GPS and electronic monitoring device.

    + Reviews daily GPS reports and alerts from monitoring agencies regarding zone violations, equipment tampering, or unauthorized movements.

    + Coordinates with monitoring vendors and law enforcement to investigate suspicious activity or violations.

    + Communicates effectively with the Director, Supervisor, Judges, and other court personnel.

    + Reports to the court any non-compliance, completion of programs, and/or recommended conditions.

    + Communicates non-compliance to the District Attorney General’s Office via email or as directed.

    + Thoroughly explains Firearm Dispossession and the expectations while on bond conditions.

    + Verifies through the courts and/or Circuit Court Clerk’s Office that the Firearm Dispossession Form has been signed by the offender.

    + Maintains a copy of the signed Firearm Dispossession Form in the database.

    + Creates and maintains accurate and up-do-date records in the Probation Department’s database.

    + Manages sensitive information with discretion and confidentiality.

    + Promptly notifying the courts when GPS violations occur to schedule the offender on a compliance docket .

    + Conducts regular compliance checks (in person, by phone, or via virtual platforms), both scheduled and unannounced.

    + Responds to all emails and calls in a timely manner.

    + Reviews daily arrest reports, drug testing, and compliance with bond conditions.

    + Attends court as scheduled or otherwise requested by the Director, Supervisor, or Judge.

    + Attends appropriate workshops, meetings, and conferences to foster professional development and enhance job skills .

    + Engages and collaborates with community partners, as needed.

    + Provides offender with referrals to treatment, employment, educational training, and other areas of need .

    + Prepares statistical or summary reports for department and court use.

    + Attends court hearings while overseeing supervision for bond conditions, team meetings, and case staffing sessions, especially the High-Risk Intervention Panel (HRIP).

    + Complies with all procedures and policies as outlined in the General Sessions Court Probation Manual and the General Sessions Court Personnel Manual.

    + Performs other related duties as required.

    Minimum Qualifications

    EDUCATION AND EXPERIENCE

    Bachelor’s degree from an accredited university or college and two (2) years of experience in criminal justice, court services, probation, or law enforcement.

     

    *Additional experience may be considered in lieu of education. (1:1 Ratio)*

    Valid Driver License

    Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

     

    Preferred Experience, Knowledge, Skills, and Abilities

     

    + Strong knowledge of interpersonal violence, court procedures, bond conditions, and offender supervision

    + Familiarity with GPS, electronic monitoring, drug testing procedures, and treatment resources for offenders

    + Proficiency with computer systems, including database entry and report generation
