    Summary An independent Federal agency, the U.S. International Trade Commission provides the President and Congress with high quality analysis and technical support on international trade, tariff and competitiveness issues; hears and decides import injury cases; and publishes the United States tariff schedule. Responsibilities The incumbent serves as Chief of Services Division, within the Office of Industry and Competitiveness Analysis, providing leadership in carrying out the functions assigned by the Director, Office of Industry and Competitiveness Analysis. The incumbent promotes teamwork in solving organizational problems and issues, enhancing collaboration, change management, conflict management, building trust, and maintaining interpersonal relations. The incumbent supervises and leads efforts by division staff to: collect and estimate relevant and often sensitive industry data related to selected goods and services assigned to the division; compile, analyze, and publish periodic/special reports, working papers, and briefing materials; provide statistical data, information, and analysis on imports, exports, non-tariff measures, and production, as well as other international trade matters. The incumbent is primarily responsible for developing and implementing the Commission's mission by providing direction and leadership in the management of international trade and industry competitiveness research and analysis.The incumbent leads efforts of the division in providing expert advice and counsel on a broad spectrum of products and/or services based upon latest qualitative and quantitative information, and applying best practices in the research and analysis of international trade and industry competitiveness. Specialized Experience for the GS-15: You must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience would include progressively responsible professional experience sufficient to show a normal level of progression and senior level knowledge of the occupation. It should include specific experience that meets four of the following six areas: (a) Developing proposals for individual studies and/or research assignments related to analyzing trade and industry competitiveness, which required planning, assembly of information, analysis and evaluation, conclusions and report preparation; (b) Oversight of project teams performing research or analysis, with responsibility for determining methods and scope for accomplishing tasks; (c) Recognizing and evaluating factors in domestic and foreign supply and demand, including regulatory and standards matters, to draw rational inferences based on research findings; (d) Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner; (e) Reviewing written and statistical products prepared by staff for quality control purposes and making critical decisions regarding program outputs and functions; and (f) Representing the agency, when required, before other federal agencies and stakeholders for the purpose of securing cooperation, developing and negotiating cooperative agreements, and collaboration on special projects. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education At the GS-15 level: There is no substitution of education for experience at this level. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
