    As a Continuous Improvement Analyst on the Training and Systems Development team, you will support the Department of Human Services’ (DHS) efforts in continuous improvement (CI) and innovation. This position initiates, leads, and supports improvement efforts for and with business units throughout the agency. This position also exists to provide training, mentorship, and consultation to DHS employees to build CI capacity and foster a CI culture within the agency.

    Responsibilities include but may not be limited to:

    Management Analyst 3

    + Provide professional and technical knowledge and skills in supporting the improvement of existing and development of new work procedures across the department.

    + Coordinate and conduct data planning, collection, analysis and reporting to support data-driven decision-making in Office of Continuous Improvement (OCI) projects and for other Management Services division initiatives.

    + Develop CI-trained resources within DHS business areas by providing training and coaching to project team members, team leads, and business area CI leads for active improvement and/or innovation projects.

    + Manage DHS Office of Continuous Improvement documentation and other physical and technical resources.

    + Support other departmental management improvement priorities, based on guidance from the DHS Continuous Improvement Office and CI Leadership/Steering Team.

    Management Analyst 4

    + Lead improvement and innovation projects across the department to improve efficiency and effectiveness of business processes.

    + Deliver CI training and mentorship to DHS staff at all levels throughout the agency to build CI capacity in program areas.

    + Monitor improvement implementation efforts and communicate results to stakeholders to ensure progress and transparency.

    + Conduct agency-level analyses and provide DHS leaders with information necessary for decision-making.

    Minimum Qualifications

    Management Analyst 3

     

    Two (2) years of professional experience with continuous improvement and/or project management.

    Experience must demonstrate the following:

    + Knowledge of Lean and/or other continuous improvement or innovation methodologies and principles to improvement efforts within an organization.

    + General knowledge of basic project management theory and practice.

    + Experience conducting data planning, collection, analysis, and/or reporting.

    + Evaluating, designing or redesigning business processes and/or procedures.

    + Analytical/or research methods to design and prepare improvement efforts that meet business needs.

    + Effective communicator.

    A Bachelor’s or Master’s degree in Organizational Change Management, Supply Chain, Social Work, or a related degree may substitute for one (1) year of experience.

     

    Management Analyst 4

     

    Three (3) years of professional experience with continuous improvement.

    Experience must demonstrate the following:

    + The application of Lean, Six Sigma or other continuous improvement methodologies and principles to improvement efforts within an organization.

    + Successful participation and/ or leadership of multiple process improvement projects.

    + Expertise with DMAIC/ DMADV or similar methodology to include defining a problem, analyzing data to understand the problem, identification of solutions and process improvements to solve the problem.

    + General knowledge of project management theory and practice.

    + Experience conducting data planning, collection, analysis, and/or reporting.

    + Evaluating, designing, and improving business processes and/or procedures.

    + Facilitation of continuous improvement events, such as Kaizen, solution design sessions, and process mapping.

    + Effective communication of timelines, expectations, progress, and results.

    A Bachelor’s or Master’s degree in Organizational Change Management, Supply Chain, Social Work, or a related degree may substitute for one (1) year of experience.

    Preferred Qualifications

    + Certification in Continuous Improvement methodologies such as LEAN, Six Sigma Green Belt or Black Belt certification.

    + Experience training and/or coaching Continuous Improvement tools and methodologies.

    + Experience modifying and presenting training to groups of varying size.

    + Formal training or certification in project management tools or methodologies, including using project management tools (e.g. Gantt charts, communication plans, task tracking and project plans, etc.).

    + Experience with SharePoint including creating sites, setting permissions, and creating document libraries.

    + Strong understanding of or experience in data analysis, interpretation, and synthesis to present accurate and useful information.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
