Job Description
Position Title: Operations Manager/Compliance Specialist
Salary Range: $50,000-$60,000
Contract Length: 12 months Immediate Supervisor: Chief Financial Officer Basic Function:
This position will provide fiscal support to all district operational services, including but not limited to Student Services, Food Services, Financial Services, Human Resources, Facilities and all other District and centralized services. Develop, maintain, and enhance accounting and financial policies, processes, and protocols to streamline operational effectiveness. Create a checks and balances system between district operational services that ensures compliance with all state, federal, and local laws and District regulations. Develop and implement policies and procedures related to District-wide receivable collections, payments, and refunds.
Essential Duties & Responsibilities:
+ Establish financial processes that are result-oriented and align with the district’s mission, beliefs, and strategic goals; facilitate solutions and identify discrepancies between goals and current status and provide continuous improvement objectives and strategies.
+ Review and ensure accurate documentation and recording of revenues, reimbursable claims, and cash receipts.
+ Enhance current systems and implement new systems, controls, and procedures that will result in an efficient operation of Financial Services.
+ Develop new policies and revise current SBCSC policies related to financial and purchasing activities, involving debt collections, aging of receivables, grants, etc.
+ Provide oversight for all aspects of the district’s financial operations including budget, grants, payroll, accounts payable, and purchasing.
+ Maintain and analyze a variety of manual and electronic fiscal information for providing an up-to-date reference and audit trail.
+ Assist in the District’s preparation of financial reports.
+ Assist in year-end planning for accounts receivable and efficient execution.
Operations Manager:
+ Support special projects and prepare various forms/reports on behalf of the CFO for the purpose of ensuring the accuracy and completeness of the materials and providing financial support.
+ Provide data interpretation and presentations to Cabinet and relevant department heads. Participate in the development and implementation of district strategies to evaluate finance and accounting activities.
+ Collaborate with the Chief Information Officer and Information Technology and Chief Operations Officer in analysis of current systems and processes relating to financial effectiveness. Research implementation of tools and software relating to payroll and accounting systems. Participate in the evaluation and implementation of such systems.
Qualifications:
+ Bachelor's degree required.
+ 5 years experience in payroll, accounting, or auditing, preferably in a school environment
+ Extensive knowledge of payroll laws at the federal, state, and local levels.
+ Proficient in MS Office Suite and Google Apps (Mail, Calendar, Drive, etc…).
+ Excellent verbal and written communication, organization, and time management skills.
+ Outstanding interpersonal and customer service skills.
+ Expert in personal integrity, ethical practices, and confidentiality.
+ Knowledge of finance, accounting, budgeting, and purchasing.
+ Ability to adapt to changing work priorities.
+ Ability to work with conflicting deadlines and exercise good judgment in a variety of situations.
+ Ability to effectively meet and interact with diverse groups, work cooperatively with others, and handle stressful situations.
+ Ability to use tact, discretion, poise, and diplomacy when representing the CFO and implementing the mission and goals of the school corporation.
+ Bilingual Spanish, bicultural, biliterate preferred.

Works in standard office and school building environments. Must be able to work regularly scheduled hours.
