    Position Description

    Plan, coordinate, direct and supervise the activities of Housing Inspections Services staff to ensure the effective delivery of field inspection services in the assigned District.

     

    Work Location

     

    This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

    Job Duties and Responsibilities

     

    + Perform field inspections and supervises the activities of Housing Inspectors.

    + Conduct staff meetings and performance appraisals.

    + Interview, hire and train staff; and plan and implement staff activities.

    + Work with direct reports, management and HR on employee performance issues; document corrective actions, monitor compliance, and uniformly administer discipline.

    + Administer and manage the following projects, programs, and meetings: Rental Licensing, Housing Registration, Conversion/Change of Ownership, problem property, Alternative Enforcement, community engagement, 311 nuisance complaints, committees such as Rental Licensing, Standards, Illegal Auto Repair Task Force, ELMS, Safety, DUDE, Housing Board of Appeals, etc., and all other duties as assigned.

    + Develop and maintain databases and reports for each program/project prepare reports and make recommendations and presentations.

    + Determine and establish goals and objectives; development and monitor enforcement tools to ensure compliance.

    + Create, write, review and amend programs/projects as needed and monitor budgets

    + Review problematic pending assessments for reduction or cancellation

    + Develop, and maintain City and divisional policies and procedures.

    o Ensure compliance with all policies and procedures and make determinations when to act outside normal policies and procedures.

    o Collaborate with other City departments and municipalities regarding programs, policies and procedures.

    o Interpret code requirements for division staff, property owners and contractors.

    o Respond to inquiries from the public, City departments, City Council Members, neighborhood groups, etc.

    o Prepare Documentation for demolition of non-dwelling structures

    o Manage clutter house compliance.

    o Prepare documentation and make recommendations for RLIC revocation

    o Respond to inquired regarding Rental Licensing, Relative Homesteading, Pending Assessment, etc.

    • Develop and sustain effective partnerships to further development.

    • Represent the division in assigned activities at yearly Neighborhood Housing Fairs and University of Minnesota Internship and Job Fair.

    • Promote, implement and communicate the Division's mission, including participating in business plan and management analysis development strategies and activities and related housing functions.

    • Oversee and manage any process as a result of employee injury or accident

    • Manage required employee drug/alcohol testing as needed

    • Coordinate summons and warrant processes and obtain judicial approval.

    • Manage problem Administrative Citation Enforcement

    • Intervene by phone and site visit in cases of multiple administrative citations.

    • Assist and accompany inspectors in special cases and on unique inspections.

    Required Qualifications

    Minimum Qualifications

    Bachelor's Degree in a related field or equivalent.

    Minimum Experience

    Five years of professional regulatory work experience that have included a minimum of five years code enforcement inspections

     

    Licenses/Certifications

     

    Valid Drivers License, and ICC Housing and Property Maintenance Inspector Certification

     

    Equivalency

     

    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Selection Process

     

    The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.     Eligible List Statement

     

    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

     

    Interview Selection

     

    The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

     

    Knowledge, Skills and Abilities

     

    • Attain Housing and Property Maintenance Inspector Certification within one year of employment .

    • Considerable knowledge of housing principles and practices in housing construction and the ordinances and laws relating to housing code enforcement.

    • Knowledge of departmental policies and procedures; administrative practices and procedures; legal procedures related to the enforcement of related ordinances; and HR policies and procedures and labor contracts, etc.

    • Ability to interpret and explain applicable laws, ordinances and regulations.

    • Ability to enforce regulatory provisions with firmness, tact, courtesy and impartiality.

    • Ability to lead, manage and supervise the work of subordinates.

    • Excellent written and oral communication skills along with the ability to build and maintain effective working relationships.
