Volunteers of America Upstate New York's Children's Center services provides educational programs focused on early childhood development and school readiness for children 6 weeks through 12 years old. The center serves more than 500 children and families on an annual basis and provides additional support services such as a full-time Registered Nurse, family development services, on-going parent training, full-day care, and disability supports for children with special needs.

JOB SUMMARY
Works in collaboration with the Vice President to ensure overall high quality early childhood programming for the Volunteers of America Upstate New York Children’s Center. Coordinates the educational goals and objectives under VOACC Performance Standards, OCFS and IDEA. Provides educational leadership to teachers and coordinates identification of and provisions for services to children with suspected and diagnosed disabilities. Monitors all data points for each system.
JOB DUTIES AND RESPONSIBILITIES
+ Direct oversight of full day Universal Pre-K, and Expanded Pre-K staff and programming including: monthly supervision meetings with staff; data entry into Child Plus and PIR monitoring for content areas, and coordination of Behavioral supports and services (PATHS)
+ Attendance at all required Universal Pre-K/EPK monthly meetings and trainings.
+ Purchasing & ordering for programs and classrooms.
+ Monitors classroom for compliance with VOACC Performance Standards, developmentally-appropriate practices, child care licensing regulations, program goals and objectives and any other applicable federal, state or local laws.
+ Serves as resource in the development of and provides technical assistance in implementation of curriculum at the center level.
+ As part of the leadership team, responsible in hiring, supervising, training and evaluating of education staff.
+ Provides technical assistance to education staff in the use of positive child guidance techniques that empower children to learn internal control and use verbal communication.
+ Monitors completion of children’s developmental and behavioral screenings, portfolios and developmental assessments.
+ Provides technical assistance in choosing classroom materials and equipment that are developmentally, linguistically and culturally appropriate.
+ Makes recommendations and monitors specific budget.
+ Provides technical assistance in identification of children with disabilities and ensures that referrals and individual plans are implemented. Assists and participates with teachers in case conferences and the development of IEPs.
+ Coordinates screenings, evaluation and services for children with suspected and diagnosed disabilities as outlined in VOACC Performance Standards.
+ Actively participates in recruitment and enrollment of children with suspected and diagnosed disabilities.
+ Works cooperatively with staff to provide resources necessary to foster the maximum development of children with suspected or diagnosed disabilities, including, but not limited to, special classroom materials, equipment and transportation.
+ Maintains ongoing communication with consultants and agencies to facilitate ongoing support and cooperation in providing services to children with disabilities.
+ Provides timely follow up to classroom referrals, including conducting classroom observations, making recommendations to teachers and obtaining parent consent for evaluation.
+ Monitors and follows up with Rochester City School District (and other LEAs) and Early Intervention (EI) to ensure continuance of ongoing evaluations and timely services; attends CPSE meetings and EI meetings as needed.
+ Participates in implementation of individualized education programs (IEPs) including monitoring of service provision and supporting parents.
+ Works cooperatively with Mental Health professionals and consultants from outside agencies, Family Services Manager, Family Developers, Operations Manager, Nurse and Center Director to ensure the implementation of special nutrition, education and health plans to meet children’s needs.
+ Observes all safety and housekeeping rules and procedures; and supports and encourages safety and good housekeeping throughout VOA; takes immediate action on safety related issues.
+ Supports management policies and procedures; cooperates with and supports other VOA employees; and works reliably and flexibly to meet departmental, VOA and client needs and objectives including quality, service and productivity.
+ Carries out other duties and responsibilities as assigned such as special projects.
+ Supports the Agency’s philosophy related to safety standards and safe work environment
EXPERIENCE AND EDUCATION QUALIFICATIONS
+ Master’s Degree in Early Childhood Education, B-2 certification
+ Three years teaching in Early Childhood Education
+ Two years supervising classroom teachers
+ One year working with low income families
+ Experience with children with disabilities
+ Working knowledge of developmentally appropriate practices and current theories in Early Childhood Education, (High Scope), New York State child care regulations, early childhood assessment, evaluation and special education laws and regulations.
+ Working level knowledge in use of personal computer
+ Demonstrated ability to deal with people at all organizational levels; good administrative, interpersonal, training, organizational, planning and oral and written communication skills. Knowledge of ECERS, ITERS and CLASS.
+ Aptitude for directing and motivating people
+ Valid NYS driver’s license and reliable transportation
