THE ROLE:
Responsible for the clinical, fiscal and administrative operations of WCMHN Torrington site which serves individuals with severe and persistent behavioral health disorders and substance use disorders.
Job duties include, but are not limited to:
+ Work collaboratively with contract agencies, providing support, consultation and oversight of services provided.
+ Provide leadership to clinical teams in the facilitation of DMHAS initiatives .
+ As a member of WCMHN Executive Committee, actively participate in the development and implementation of policies and procedures critical to the operations of the Torrington site .
+ Provide oversight and adherence to compliance standards across the Torrington site to meet DMHAS and Joint Commission standards.
+ Collaborate with the CEO and WCMHN Fiscal Director to monitor program budgets and ensure overtime costs are within budget guidelines.
+ Collaborate with the Network QI Director to monitor quality data reports, ensure adherence to billing requirements and documentation guidelines, and participate in performance improvement projects.
+ Facilitate regular Leadership meetings ensuring staff receive support, supervision and direction to perform their responsibilities.
+ Actively participate in monthly Labor Management meetings and hold regular meetings with delegates to address issues as they arise.
+ Oversee HR functions related to the hiring and retention of employees, as well as recruitment of refills for vacancies.
+ Participate in Service System Analysis to determine gaps in services and develop plans to address service gaps .
+ May provide on call services some evenings and weekends.
ABOUT US:
DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-s ufficiency in those we serve.
WCMHN was formed in 1996 in order to coordinate clinical, fiscal and administrative oversight of Region 5 contracted and state-operated mental health services. Their mission is to provide a comprehensive and effective recovery-oriented system of mental health and addiction services that promotes self-sufficiency, dignity, cultural sensitivity and respect.
Within this service system, there are three state-operated Local Mental Health Authorities, which are located in Waterbury, Danbury and Torrington. In partnership with WCMHN, they provide and coordinate local clinical services. Over 200 staff including psychiatrists, nurses, social workers, rehabilitation and mental health workers provide services for persons with a long-term mental illness. Approximately 7,000 clients receive services in a variety of programs, including peer support programs, recovery services, supported employment, homeless services, residential, crisis services, jail diversion, outpatient, case management, Assertive Community Treatment Teams (ACTT) and young adult services.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.
EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.
NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or Behavioral Health Program Manager.
PREFERRED QUALIFICATIONS
+ Possession of a Connecticut license as a LPC, LCSW, Psychologist or MFT.
+ Experience providing, directing and overseeing mental health and substance abuse services in a community setting.
+ Experience holding a leadership position in a behavioral health and substance use outpatient setting that serves clients with severe and persistent mental health and co-occurring disorders within the community.
+ Experience with Microsoft Office (Word, Excel, Outlook, Teams).
+ Supervisory or management experience in a behavioral health setting, including oversight of patient units, patient programs, treatment, behavioral health staff, and/or behavioral health initiatives.
+ Experience with reviewing budgets and utilization management strategies.
SPECIAL REQUIREMENTS
Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
