Summary You will serve as a Management and Program Analyst in the Corporate Operations Department in the Hawaii Regional Maintenance Center of PEARL HARBOR NSY AND IMF. This position is subject to the hiring freeze. Responsibilities You will serve as an analyst and advisor to senior officials in support of diverse programs and operations directly supporting the (Hawaii Reginal Maintenance Center) HRMC mission and operational objectives. You will serve as an advisor on matters pertaining to operational programs, financial management, resource allocation, administrative matters, Security, and IT management. You will analyze programs and projects to evaluate effectiveness, to identify critical areas and anticipated impact of changes in requirements and resources and to determine course of action. You will perform precise analysis of collected data, recognizes weaknesses in work processes and formulate meaningful solutions that result in positive impact and overall improvements within the Department. You will attempt to eliminate potential bottlenecks to minimize effects on actual work stoppages or delays. You will evaluate and recommend solutions to programs, improvements to operations and work processes and development of long-range plans and initiatives. You will possess a broad and extensive knowledge of HRMC programs, missions, and functions in order to determine the effectiveness and efficiency of operations. You will evaluate and study programs and policies under the cognizance of the HRMC. You will create evaluations and studies that require written reports, charts, graphs and briefing of supervisors and managers. You will develop studies that require setting deadlines, sequences of operations, standards of quality and quantity and work methods. You will serve as the department IT Representative and SharePoint site administrator. You will serve as the department records liaison. You will serve as the department security program manager, responsible for executing, coordinating and implementing the Command’s Industrial Security Program. You will manage and coordinate development of the annual budget for the Department’s supplies and other materials personnel need to accomplish daily functions. You will be responsible for accounts payable, overhead non-labor budget, travel request processing, fiscal year closing, Government Credit Card, administrative support, and other related financial management work. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating program requirements (e.g. resources, financial management, budget, facilities, security, information technology, fleet maintenance activity assessment) to formulate solutions to problems in work processes for improved operations in a shipyard maintenance facility.
